buy cisco meraki access point. disable 4g wifi and connect meraki aps. u can monitor everything even block. but its cost lot. not suitable for home.

You can't use a typical software for that. You are trying to control the the processing of the router. You need to configure your router for that. Those options come under the Quality of Service options of the router. I will try it out on my dialog 4g router and let you know if it is possible to do.
