try the Facetime hacktivator machan refer my above post ( I assume you've jailbroken your i4)

he confirmed that it is possible for facetime to work in SL but only ip4 to ip4

As far as I know FT was designed to work any where as long as you have a decent wifi connection. If you cant use it in some countries whats the point of having FT so yeah it should work in SL but I am not sure about the video quality.

Using cydia apps Like my3G , Facebreak u cn use FT through 3G as well..
