I have both a PS4 with 55" TV, and a PC. I wouldn't say the PC is bullshit at all.
For 3rd person games, racing games, fighting games, PS4 is better because of the controller.
For FPS, strategy and other complex games, PC is better.
In all games, graphics quality on PC is far superior to both XBONE and PS4.
Most of the games release on PC and consoles at the same time. It's only for exclusives this usually differs. And PC gets games that consoles don't get, and consoles get games PC don't get.
They are two different platforms of gaming, both are good and both have their strengths and weaknesses. PC is definitely not bullshit.

@OP,
If it was PS4 vs XBOX One, PS4 by a long shot. However if your friend is not in a rush, ask him to wait about a month because Sony will announce PS4 Neo, the high powered version of PS4 with hardware upgrades.
