This is How I met your mother location (Yes it's not in NewYork, It's in California), If you can see the location, it's is used in about 50 or so movies.

Its not Recycling Those footage are stock footages
They keep those so they can reuse them in movies without going huge budget to re do thoese again. there is a another scene in TF3+ Perl harbor.
