How to make a money receivable paypal account?

Hi guys,

I already have a .lk paypal account activated via a sampath webcard, and i did a lot of purchases with that.

However, i cannot start selling on ebay (seriously ) till i have an account which can receive money (I don't need to gain hard money, it would be enough if i can use it for ebay purchasing සල්ලි අතට ඕන නෑ e-bay එකෙන් බඩු අරගෙන ගෙදරට ගෙන්න ගන්න තිබ්බම ඇති); so

1. Is it possible to upgrade my .lk account to money receivable

2. Do I need to create a foreign account (Malaysian etc...) I've seen the threads, so could somebody please put those links here for me (not good at digging here).

3. If I do this, would I be able to link this to my existing ebay account?

4. If I do step 2, does the ebay parcel arrive at my home?

5. Is step 2 illegal?
