This is how it happens in SL. May be same applies to your country as well. When we insert our sim to a new phone your mobile service provider (mobitel/dialog etc. in SL) records your imei number of the phone. So they should already have your phone's imei number. When the person who steal you phone insert a new sim its service provider(may be some other SP than yours) also records the same entry, by this only you can track your phone. But MSP's usually don't disclose these details to public. That's why you should go through police. Police should be able to get the confidential details relevant to your case and find the thief. But this may be different from country to country. It may be hard to find the thief from the sim and may take some time too
