Even cheap Android devices from China has there own version (ROM or IMG). So yes its the same for Android phones too.

But the true difference is in how iOS handles resources. Apple has a far advance mechanism to handle memory and they of course limit multitasking (this is not a bad thing at all). Where Android is a more open environment for developers. That is why Android users feel there phone is getting slower after sometime. It's the zillions of apps that you install
