ok, for android 2.3, you should see an option to change the display font in screen or display settings.
Install this app : http://www.mediafire.com/download/bzk5u6hytupzi7r/WIKI_ANDROID_BOLT.apk

all it does is to add the Wiki_android_bolt font, which is a Sinhala font. After this is installed, when you go to change the screen font, this new font will appear as an option. Select it and then restart the browser application. Sinhala fonts should display now.

if the phone is rooted, then first download any Sinhala unicode font file from http://www.siyabas.lk/downloads and use either :

iFont : https://play.google.com/store/apps/details?id=com.kapp.ifont
FontInstaller : https://play.google.com/store/apps/details?id=com.jrummy.font.installer

To install the sinhala font as the system font.
