What I mean is that, think about a case
A car with suicide mission suddenly came to a army camp. within seconds, they have to decide and response to protect the solders in a camp.

This is a similar situation. But the two parties are Russians and Americans. So they do not attack each other. But if they are too close like this....if the caption decide that this aircraft is going to attack within next few seconds (is this 100% impossible? what happened if they cant identify it as a Russian plane? these are humans, humans do mistakes although there are many technology behind this, no body can 100% sure )
