Request service letter from a company

I have to ask for a service letter from my company, because I'm working on a migration thing and they asked me to submit a service letter. the problem is if I request a service letter should the company hand it over to me without further questions or if I ask a service letter does that mean that I'm saying to the company good bye? is there any law that a company should issue a service letter when an employee ask for?

just tell the reason and request the letter. normally we can ask service letter while we are working in the company there are some occasion we need that. so it is not a problem to asking a service letter from your company.

I cant tell them the reason , if so they will never issue a letter since the company suggest me to a new cliet and they are willing to hire me
