    London SE group hires 100 high tech workers for Colombo ops

    The London Stock Exchange Group’s Business Services division (LSEG BSL) in Sri Lanka has completed the first stage of its set-up operations, with over 100 tech sector professionals recruited for the group’s new 26,000 sq ft technology centre at Expert City in Maradana. Set up in May 2016, this new LSEG facility will be manned by 400 high-technology professionals once it becomes fully operational by the end of 2016. LSEG’s investment in Sri Lanka will also provide an immediate boost to the IT sector of the country, the company said in a media announcement this week.
    “Already scaling up its operations in Sri Lanka in a significant way, LSEG recently completed the first of two large-scale recruitment drives planned for this month at its Incubation Centre at Expert City. Attracting the interest of a significant number of local IT professionals, these recruitment drives are led in Sri Lanka by Symon Hughes, a London-based LSEG recruitment veteran who is supported by a highly dedicated and committed local recruitment team,” it said. Symon Hughes, Recruitment Team Leader, LSEG Sri Lanka said: “Our efforts are aimed at ultimately filling 400 new technology job roles at our new facility at Expert City.

    Car parks to go skywards as demand increases

    The Government is planning to develop several multi-storeyed car parks around the Greater Colombo area as more and more vehicles enter the roads and the demand for parking space increases.

    Urban Development Authority (UDA) Chairman Dr. Jagath Munasinghe revealed the Authority had drafted a set of proposals regarding the setting up of multi-storeyed public car parks in areas such as the Colombo Fort as well as along Baseline Road and Galle Road.

    He observed that most of the development plans for Colombo were currently being redrawn as the latest development plan for the city had been drafted in 2007-2008. “It is time we update the plan with new development. The development of such car parks is part of the updating.”

    As part of these plans, the UDA is planning to completely redevelop the area around Borella Junction and multi-storeyed car parks will be part of this development process.

    Accordingly, car parks are due to come up in the Borella, Dematagoda and Narahenpita areas along Baseline Road. Several plots of land have already been identified as suitable lands to develop the car parks, Dr. Munasinghe added. These include lands belonging to the Department of Prisons at Welikada, which will become available once the prison complex is shifted out.

    While the UDA is also looking to develop such car parks along Galle Road, the lack of land along this area is currently proving to be an obstacle, Dr. Munasinghe conceded. Attempts are continuing to identify any suitable lands in the area for development.

    Cost of the car parks would vary, depending on their designs and the types of technologies that are available at the parks.

    Meanwhile, the UDA has acquired a property belonging to Cargo Boat Development Company PLC at Janadhipathi Mawatha in Colombo Fort for the development of a multi-storeyed car park. However, the previous owner of the land had requested the Authority to divest the land in order to construct a multi-storeyed car park themselves. Dr. Munasinghe said the UDA had acquired the property sometime back but the compensation might not have been paid yet. Once the UDA finds out all the details regarding the acquisition process and any transactions, it would negotiate with the party. “If they want to go for the same kind of process, we would not have any problems. However, if they have a different type of proposal, we would have to reconsider as according to the UDA development plan; this area is earmarked for a multi-storey car park development.”

    Beira to be cleaned within three years

    The Megapolis Ministry has called for EOIs (expression of interest) from private firms to begin an inland transport service linking the Beira lake canal network.

    Minister Patali Champika Ranawaka said they have signed agreements with the Singapore Trade Ministry to clean up the entire network within three years.

    "We have not selected any private company so far, but we have begun the process," the minister said. The Ministry is currently engaged in a feasibility study and the technical know-how will be provided by Thamasek, the Singaporean company which was in charge of cleaning up the Singapore river and the Kallan river.

    An action plan has already been prepared, the Minister said, adding that the pollutant sources which cause the unbearable stench has been identified.

    "Lee Kuan Yew once declared that one day we could all swim through the Singapore river, and it came true in ten years, but the Beira will be cleaned in three years," the Minister said. - MF

    LRT - Feasibility study soon

    Japanese experts will be in Sri Lanka within the next few months to carry out a feasibility study for the Light Rail Transit project funded by Japan and proposed as one of the key future mass transit modes in the Western Province Megapolis.

    A JICA team was in town last week and agreement has been reached on the terms of reference for consultants.

    “They will go back and do the recruitment and mobilize the feasibility study team,” Megapolis Project Director Nayana Mavilmada told the Business Observer. “The feasibility study will continue for one year and the tenders for sub-projects under the Light Rail projects will be called after the study,” he said. He earlier told a Megapolis investing opportunities meeting in Colombo organized by Guardian Acuity Asset Management, that LRT and railway electrification projects would be the priorities of the Megapolis project. “Simultaneously, the airport, port development and water transportation projects would happen,” he said.

    In July a high level delegation from the Japanese government, led by Hirofumi Katase, Vice Minister for Economy, Trade and Industry, visited Sri Lanka and confirmed their government’s willingness to finance the LRT project on deeply concessional terms.

    The long-term plan developed by the Megapolis team includes an LRT network of about 75 km. The initial investment is to cover around 25 km connecting Fort, Kollupitiya, Bambalapitiya, Borella, Maradana, Rajagiriya, Battaramulla and Malambe.

    The initial segments of the LRT system will be elevated, given the high density of existing development. However, elements of the network to follow are expected to be at grade or ground level. The LRT system is also expected to interconnect with the rail and bus networks to provide commuters with world class transfer facilities as a part of an integrated mobility solution for the Western Region Megapolis. Its transport strategy has emphasized improving public mass transit and reducing traffic jams which, if it worsens, experts fear, could act as a drag on economic growth.

    It also includes the implementation of some immediate measures such as introduction of CCTV monitoring to strengthen enforcement of traffic rules, introduction of staggered working hours and synchronization of traffic light systems.

    Sri Lanka is once again in the throes of a massive land acquisition drive. Hundreds of thousands of acres of private properties are being taken over by the Government for development projects and officials are grappling with the fallout.

    Sixty-five-year-old H. A. Hemawathie insists that her land, which is being taken over for the Outer Circular Highway, has been undervalued. She stood stoically outside her house in Mattumagala near the Colombo-Negombo road. Along with a few others, she is refusing to leave in the conviction that the State has been unfair.

    Just metres from her home, Chinese and Sri Lankan workers were busy with construction. The Road Development Authority aims for the project to be completed by June 30, 2019. This stretch will connect the highway from Kadawatha to Kerawalapitiya as well as link up the Colombo-Katunayake with the new Central and the Southern Expressways.

    The Treasury allocation for land acquisitions rose from Rs 2.1 billion last year to over Rs 2.3 billion in 2016. This month, the Highways Ministry sought an additional Rs 2.79 billion to meet acquisition and other costs arising from building the elevated highway from New Kelani Bridge to Athurugiriya; Port Access elevated highway; and Marine Drive extension to Panadura. It also requested Rs. 1 billion to pay compensation for acquisition under the Kandy City Development Project.

    Other development projects will cause still more displacements. Chief among these are the Western Region Megapolis initiative, the Central Expressway, the Southern Expressway extension and several village expansion projects. The worst is yet to come.

    More than 50 percent of marked lands in the Kadawatha-Mirigama stretch of the Central Expressway are now in Government hands, said B.D.S. Kumara, the relevant Project Director. “The thorniest issue is compensation,” he observed. Most people place a far higher value on their lands and properties than what valuation officials cite. This leads to disputes which officials say they try their best to resolve through LARCs and Super LARCs.

    DusitThani Balapitiya to begin Rs 3 bn hotel

    An apartment cum hotel complex will be built in Balapitiya for the first time in the Sri Lankan construction history.

    Branded as DusitThani Sri Lanka Balapitiya Beachfront, the first phase of the construction will commence in November and will be ready by 2018. The investment would be Rs. 3 billion making it the biggest mixed development project to be undertaken outside the Western Province.

    The project will be built by Indola Group Pvt. Ltd, an Australian company into shoes and sports equipment and accessories store and exporting company and Dusit International, a 65 year old Thai based hospitality and education company.

    The land has been acquired and the designer for the project is DesignTeam 3, Dusit International Vice President, Rustom Vickers said.

    Under the first phase 126 units, accumulating to 248 keys will be built in a single tower of 15 floors.

    The first phase will include around 40 rooms, an all-day dining restaurant, specialty restaurant, Pool Bar and Rooftop Bar, Spa, Fitness Centre, Swimming pools, and will also offer around 30 rooms which would be operated as a full service resorts hotel.

    Vickers said this will be one of the closest apartment complexes to the beach and is one of the unique selling points. In addition free hold land of the project to foreigners with the new foreign land ownership laws too is another advantage.

    “Sri Lanka too is now being looked at a favourable destination for both tourism and investment and this too is another “plus’. The Colombo airport is to be linked to the Southern highway soon and easy and quick access to the property also makes DusitThani Sri Lanka Balapitiya Beachfront’s intentional marketing easier.” “We have already started marketing and have received a good response from accross the world.”

    Under the second phase a further 196 units, accumulating to 320+ keys will be built. This will imclude multi-purpose function space to be leased out to international fashion stores and a beach club with multiple F&B outlets.This will another Rs. 3.5 billion investment expected to start end of 2019. Vickers said this project will be a game changer for Sri Lanka and they would be creating and opening up a new destination for investment in Balapitiya.

    “We have confidence in Sri Lanka and now we are looking at a carbon copy this project to be built in the Eastern province where we see potential to grow.”

    ඉන්දියානු රජයේ පරිත්‍යාගයක් මත හඳුන්වාදුන් සුවසැරිය ගිලන්රථ සේවාව ගම්පහ දිස්ත්‍රික්කයට හඳුන්වාදීම පසුගියදා සිදුකෙරිණි. ඒ අනුව ගම්පහ දිස්ත්‍රික් ලේකම් කාර්යාලයේදී මෙය සිදුකෙරුණු අතර,සුවසැරිය ගිලන්රථ සේවාවසහ ඒ සඳහා වන1990 නොමිලයේ ඇමතුම් සේවාවද රජය විසින් හඳුන්වා දෙනු ලැබිණි.

    අනේ මන්දා බං මෙවා ඔක්කොම Proposals වෙලාවකට බයත් හිතෙනවා මෙවා සදහාටම "Proposed" විතරක් වෙවිද කියලාත් මේ යන විදිහට. දැන් නම් රවියා නිසා මිනිස්සුන්ට මල පැන ඇත අපේ අය ඉතින් දිග දුර බලන්න යන්නේ නැහැ නොවෑ.

    බස්නාහිර හා මහනගර සංවර්ධන අමාත්‍යාංශයේ රු.මිලියන 192 ක ප්‍රතිපාදනයෙන් යෝජිත නව සාප්පු සංකීර්ණය හා දුම්රිය ස්ථානය, ලංගම ඩිපෝ සංකීර්ණය හා ‍පෞද්ගලික බස් නැවතුම් පොළ, හරිත ඇවිදින මං තීරු ව්‍යාපෘතිය ආදිය මෙම පළමු අදියරට අයත් වෙයි. මෙම අවස්ථාවට හිටපු අග්‍රාමාත්‍ය දි.මු.ජයරත්න හා මධ්‍යම පළාත් සභා මන්ත්‍රී නිශ්ශංක හේරත් යන මහත්වරුන් මෙන්ම, නාගරික සංවර්ධන අධිකාරියේ නිලධාරීන්, දුම්රිය දෙපාර්තමේන්තුවේ නිලධාරීන් හා ගම්පොළ දේශපාලන අධිකාරිය සහභාගී වී තිබුණි.

    Megapolis to roll out major project before year-end

    Priority investment projects under the Western Region Megapolis Development worth over hundreds of millions of dollars will be rolled out before the end of this year, a top official said, with a $ 125 million inland water transport project and key land parcels leading the way.

    The multi-model hub development around Colombo Fort, Beira Lake and Kirimandala Mawatha has been marked as “very high priority” with prime sites to be put out on tender by the Urban Development Authority (UDA). “We are now in a process of starting to release these three key clusters of land before the end of this year, where we would see these priority sites getting tendered out,” Western Region Megapolis Planning Project Head of Investments Nayana N. Mawilmada told the Daily FT.

    According to a recent presentation by Mawilmada, the UDA has identified investments of some of the priority projects and commenced detailed feasibility studies while a few have already found funding.

    The $ 15 million Beira Waterfront Development (funded, under construction) and $ 125 million Inland Water Transport (tender document under preparation) are among the key projects with the latter receiving Cabinet approval two weeks ago.

    A $ 1.2 billion Light Metro – Phase I funded by Japan and undergoing the detailed feasibility plus a $ 1 billion Railway Electrification project also already funded would be among the top ventures. Studies are also pending on a hefty $ 431 million Bus Modernisation project.

    Despite time constraints, Mawilmada insisted the authority would work to unlock public assets systematically in a transparent manner.

    “Given the fairly large site around Beira Lake, we will over time start releasing a lot more assets as that’s going to be a key area of activity. The land next to Altair will be a mixed used development, which has been on the cards for a while,” he added. That plot of land is also expected to be tendered soon.

    However, he said the evaluation would be based on the proposal as well as the price offered on the site as the Megapolis Authority intends to leave bargaining space for potential developers to submit proposals.

    In addition, he asserted that they would hopefully see the water transport tender go out this year. “We have had discussions and interest expressed by multiple parties, which is why we are trying to accelerate and put that out very soon. Once the evaluations process is completed, by mid next year we should be able to commence the project.”

    It was pointed out that the Urban Development Authority (UDA) is in the process of working out on the best possible commercially viable long-term projects, while aligning them with the transit links and transportation systems.

    “Within Colombo District, there are huge clusters of land under the Government’s portfolio. We are actually doing the master planning as we speak. I would say that would take another year at least,” he explained.

    Mawilmada said the Gafoor Building in Colombo Fort would be offered to a private party for structural stabilisation in the next few weeks where it could be transformed, much like Dutch Hospital or Independence Arcade.

    Reshaping Colombo, preserving and celebrating the urban heritage, unlocking value of public assets, and mainstreaming mass transit is fraught with challenges he said: “We must resist the temptation to be reactive to short-term needs and keep ourselves focused on long-term sustainability. Sri Lanka offers a plethora of opportunities, consolidating Colombo’s position as the only true global city in the Indian Ocean.”
