Rs.10b JICA loan for landslide protection awarded

Two local companies have been selected to increase landslide protection of the national road network under a Rs.10 billion loan from the Japan International Cooperation Agency (JICA).
A joint venture between RR Construction and Soltec, along with the State Development and Construction Corporation, were given two projects to build landslide protection of the road network in two provinces.
The JICA loan, which was initially received in 2013 under the previous Government was given Cabinet approval the same year, according to the Cabinet paper seen by the Daily FT. As part of the loan, two contract packages for civil works were outlined and tenders were called in 2016. Under the first package, ten locations in the Central, Uva and Sabaragamuwa Provinces were selected to be protected from landslides while the second package covered six locations in the same Provinces.
Five companies bid for the projects including Japanese company Wakachiku Construction, which had also bid for the controversial third section of the Central Expressway. A second Japanese company Taisei Corporation, that is the forerunner to winning the Central Expressway contract, had also submitted a bid according to the Cabinet paper signed by Higher Education and Highways Minister Lakshman Kiriella.
Local companies Maga Engineering and State Development and Construction Corporation also submitted bids along with RR Construction, which joined with Soltec Ltd. in a joint venture. The Technical Evaluation Committee (TEC) considered the financial proposals of all the bids and selected State Development and Construction Corporation to construct landslide protection for the first package at a cost of Rs.760 million and $ 14 million while the joint venture between RR Construction and Soltec was given the second package at Rs. 2.1 billion. The Cabinet paper shows that the bid made by Taisei Corporation for the second package was more than three times higher than what was made by the local joint venture. Taisei has bid Rs. 159 billion to construct the third phase of the Central Expressway, according to reports, which is higher than the Rs. 147 billion bid submitted by Fujita Corporation. However, the Government is only studying the bid made by Taisei Corporation.

Finishing touches to Lotus Tower by 2018: TRCSL

With construction work of the Lotus Tower drawing to an end, the finishing touches on the interior of the structure would be completed by 2018, the Telecommunications Regulatory Commission of Sri Lanka (TRCSL) said yesterday.
Speaking to the Daily Mirror, Project Director W.D. de Alwis said the construction of the main structure was completed and that work on the petals of the lotus flower would commence in a fortnight.
He said the petals which were assembled in another location had been transported to Colombo, and that they would be attached to the tower in two weeks time.
‘‘We have finished a major part of the construction and hope to stick to our schedule of completing everything by October this year. However, we have to complete the interiors of the building for businesses and hotels that would be housed, and it will take at least two to three months more than what was initially anticipated,” he said.
The tower, originally scheduled to be completed by October 2017, is expected to house telecommunication antennas, offices and other recreation providers. Once completed, it will stand tall as the tallest building in Sri Lanka and South Asia with a height of 350 metres.
The construction of the tower cost a staggering USD 104 million, with eighty per cent of the cost borne by the EXIM Bank of China.
Further, the tower is said to have a telecommunication museum, restaurants, supermarkets, food courts, conference halls with seating for 400 people, a 1,000-seat auditorium, luxury hotel rooms, ballrooms and an observation gallery.
However, the construction work of the tower came to a standstill in 2015 when Ports and Shipping Minister Arjuna Ranatunga claimed that the land on which the building was put up belonged to the Sri Lanka Ports Authority and that it had not been acquired through proper legal means.
Constructed on a 10-acre land, the tower is to be a hot spot for communication, office spaces, malls and parks. Vehicle parking facilities are to be provided in the first few floors, while the upper floors are exclusively for telecommunication purposes.
However, under phase two of the project, plans are underway to construct a theme park, shopping mall and vehicle park.

- හසලක ජල සම්පාදන ව්යාපෘතිය මඟින් ග්රාම නිලධාරි කොට්ඨාස 33 ක් ආවරණය කරමින් නව නළ ජල සබඳතා 12,500ක් ලබා දීමට අපේක්ෂා කරනු ලබන අතර, එමඟින් 49,370ක පමණ ජනතාවකට සෙත සැලසෙනු ඇත. ආර්ථික කළමනාකරණය පිළිබඳ අමාත්ය මණ්ඩල කාරක සභාවේ සහ අමාත්ය මණ්ඩලය විසින් පත් කරන ලද ස්ථාවර ප්රසම්පාදන කමිටුවේ නිර්දේශය පරිදි හසලක ජල සම්පාදන ව්යාපෘතිය ක්රියාත්මක කිරීම පිණිස නගර සැලසුම් හා ජල සම්පාදන අමාත්ය රවුෆ් හකීම් මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
අධිකරණ සඳහා නව ගොඩනැඟිලි පහසුකම් ලබා දීම
- දැනට පවතින අධිකරණ ගොඩනැඟිලි ඉතා පැරණි ඒවා වීම, ජනගහනය ඉහළ යාමට සාපේක්ෂව නඩු සංඛ්යාව ඉහළ යාම සහ එම තත්ත්වය සැලකිල්ලට ගැනීමේදී අධිකරණ ගොඩනැඟිලිවල පවතින ඉඩ පහසුකම් ප්රමාණවත් නොවීම වැනි හේතු මත නව අධිකරණ ගොඩනැඟිලි ඉදි කිරීම අවශ්ය වේ. ඒ අනුව, ගම්පොළ, රුවන්වැල්ල, මාන්කුලම්, මුලතිවු, යාපනය, අනුරාධපුරය හා පොළොන්නරුව යන ප්රදේශවල පවතින අධිකරණ ගොඩනැඟිලි ඉදි කිරීමට ප්රමුඛතාව ලබා දෙමින් නව අධිකරණ ගොඩනැඟිලි ඉදි කිරීම පිණිස අධිකරණ අමාත්ය (ආචාර්ය) විජයදාස රාජපක්ෂ මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
අඩු සහ මධ්යම ආදායම්ලාභී පවුල් සඳහා නිවාස ලබා දීමේ වැඩසටහන කඩිනම් කිරීම
- අඩු ආදායම්ලාභී පවුල් සහ මධ්යම ආදායම්ලාභී පවුල් සඳහා නිවාස හිමිකාරිත්වය ලබා දීමේ රජයේ වැඩසටහන යටතේ නිවාස 620,000ක් 2019 වසර වන විට ඉදි කිරීමට අපේක්ෂිතය. මෙම වැඩසටහන නියමිත කාල රාමු තුළ ඉටු වන බව සහතික කරගනිමින්, මෙම ව්යාපෘතිය වෙත ජාතික ප්රමුඛතාවක් ලබා දෙමින් කඩිනමින් ක්රියාත්මක කිරීම සඳහා අවශ්ය පහසුකම් සැලසීමේ අරමුණින්, මහා භාණ්ඩාගාරය යටතේ විශේෂ කාර්ය ඒකකයක් (සීමාසහිත පොදු සමාගමක්) පිහිටුවීමටත්, එම කාර්ය ඒකකය වෙත වෙන් කර දෙනු ලබන සියලුම් ඉඩම් සඳහා 'ඉඩම් බැංකුවක්' ස්ථාපිත කිරීමටත් ගරු අග්රාමාත්ය රනිල් වික්රමසිංහ මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

Finishing touches to Lotus Tower by 2018: TRCSL

With construction work of the Lotus Tower drawing to an end, the finishing touches on the interior of the structure would be completed by 2018, the Telecommunications Regulatory Commission of Sri Lanka (TRCSL) said yesterday.
Speaking to the Daily Mirror, Project Director W.D. de Alwis said the construction of the main structure was completed and that work on the petals of the lotus flower would commence in a fortnight.
He said the petals which were assembled in another location had been transported to Colombo, and that they would be attached to the tower in two weeks time.
‘‘We have finished a major part of the construction and hope to stick to our schedule of completing everything by October this year. However, we have to complete the interiors of the building for businesses and hotels that would be housed, and it will take at least two to three months more than what was initially anticipated,” he said.
The tower, originally scheduled to be completed by October 2017, is expected to house telecommunication antennas, offices and other recreation providers. Once completed, it will stand tall as the tallest building in Sri Lanka and South Asia with a height of 350 metres.
The construction of the tower cost a staggering USD 104 million, with eighty per cent of the cost borne by the EXIM Bank of China.
Further, the tower is said to have a telecommunication museum, restaurants, supermarkets, food courts, conference halls with seating for 400 people, a 1,000-seat auditorium, luxury hotel rooms, ballrooms and an observation gallery.
However, the construction work of the tower came to a standstill in 2015 when Ports and Shipping Minister Arjuna Ranatunga claimed that the land on which the building was put up belonged to the Sri Lanka Ports Authority and that it had not been acquired through proper legal means.
Constructed on a 10-acre land, the tower is to be a hot spot for communication, office spaces, malls and parks. Vehicle parking facilities are to be provided in the first few floors, while the upper floors are exclusively for telecommunication purposes.
However, under phase two of the project, plans are underway to construct a theme park, shopping mall and vehicle park.

Micro Cars partners China’s BAIC to make electric vehicles here
Micro Cars Ltd will be venturing into assembling Electric Vehicles (EV) in Sri Lanka by the end of the year. This is in association with Beijing Automobile International Corporation (BAIC) who have now tied up with Micro Cars.
Launched in December 2016 the EC 180 EV will be on the streets of China from January 2017. With the rapid growth in demand for with BAIC’s latest Electric Vehicle (EC180 EV) in line with BAICs plan in becoming a key player in the global automobile market it has selected Sri Lanka’s first Home-grown automobile manufacturer, Micro Cars as their partner for the Sri Lankan market.
Chairman Micro Holdings Chairman Dr. Lawrence Perera aims to embrace the Sri Lankan industry with a unique and a personalized experience with innovative products with an attractive price tag. “We are now hoping to assemble this car in Sri Lanka as we see a demand for this segment,” Dr. Perera said.
EC 180 EV will be equipped with a “Ternary Lithium Battery” that has a capacity of 20.3 kWh and the ability to go on slow charge and also comes with a charging kit and charger unit.
“On a full charge the car could run up to 156 kilometers, which is in par with the latest EVs available in the island. Micro Cars plans to revolutionise the Sri Lankan EV market with the EC 180 EV in the future.”
“With BAIC, Micro cars enables new opportunities to potential consumer and to further enhance the Sri Lankan automobile industry and to play a leading role targeting the regional markets in the near future.”

J.J. Construction to build solar panels with US$ 60 mn investment
To partner with Electricity Board for forward agreement
China’s J. J. Construction is planning to manufacture solar panels in Sri Lanka from mid 2017.
J. J. Construction Chairman, J. J. Lee told Daily News Business that they see a great demand for solar panels and they see this as a viable investment.
The company has already invested US$ 30 million for the first purpose built Chinese five star hotel, Jie Jie Beach opened in early January in Panadura. This is also Sri Lanka’s first solar powered hotel and also constructed by Chinese engineers.
This is a joint venture with White Heaven Hotels, Panadura.He said that their parent company set up early in 1980’s in now an international construction company and have built many skyscrapers. “We were also involved in the building of the Beijing Olympics Stadium.”
He said that Jie Jie Beach was their first overseas as well as leisure sector investment. “The experience in getting into Sri Lanka was very pleasing and this was one of the main reasons for us to look at reinvesting in Sri Lanka.”
He said that they are keen to import all the raw material and manufacture solar panels in Sri Lanka. “We will also look at re exports to neighbouring countries from Sri Lanka.”
He said Sri Lankan authorities have now realised the importance of solar and they hope to come to a forward agreement with the Sri Lanka Electricity Board. “We hope to invest around US$ 60 million for the factory and will employ over 100 Sri Lankans supervised by Chinese engineers.”
He said that his JV partner White Heaven Hotel Panadura Chairman Sunil Silva has already identified a 25 acre land to put up a factory. “We hope to get the approvals from BOI soon.”
He said that they are upbeat of the Sri Lankan tourism sector and is planning to build three more hotels. Lee said that the Jie Jie hotel is a success story of the implementation of solar energy and will use solar for all their future endeavours.”

Sukithapura programme receives green light from Cabinet for 64 projects
The cabinet has approved the implementation of 64 construction projects under the Sukithapura programme.
The proposal made by the Megapolis and Western Development Minister Champika Ranawaka to complete contracts that were awarded last year, which could not be completed due to various factors, and implement programmes for the 2017 financial year, was approved by the cabinet.
Last month the reported that the funds allocated for infrastructure projects in the Western Region was insufficient to begin new proposed projects.
Sukithapura or Sukithapurawara, the major infrastructure development plan for the Western Province was allocated Rs. 10 billion last year. The project is set-up to upgrade infrastructure facilities, develop and beautify 23 townships in the Western Province, paving the way for mega development projects such as the financial city in the region.
The mega project began 70 other development projects last year, twenty percent of which are scheduled to be completed in the next two months. The large spectrum of Sukithapura envisions the initiation of more projects, but sources say the Rs. 4.8 billion allocated by the state for 2017 will only be sufficient to complete existing projects but not to commence new ones.
Towns such as Borella, Kesbewa, Kottawa, Kaduwela, Piliyandala, Battaramulla, Kadawatha, Mahara, Meerigama, Kalutara, Homagama, Maharagama, Kottawa, Horana, Panadura and Bulathsinhala are some areas that will be developed under the project.
Colombo is to be made into a commercial city and all administrative facilities are to be shifted outside the city. The project will also make the necessary infrastructure facilities for this change, officials said.
Projects on a smaller scale such as the relocation of Manning Market in Pettah to Peliyagoda will also come under the Sukithapura project.
Long term goals of the project would be to acquire land for large scale development projects, for specific development projects such as the establishment of a tech city, and transportation hubs.
