Combining a 1/10 focused IPR IP camera with an intelligent licence plate reading system would give realtime tracking alerts. You just have to enter the number or the date and time, even the color of the vehicle. Lane tracking is very common in IP camera system. Needless to boast. But my current IP camera system has all those features. All I need is an LPR camera to read license plates. Then I can do what this can do. FYI: I have hikvision IP camera system with 4mp camera and bunch of 2mp cameras. And a 2k NVR with single 3TB seagate surveillance HDD.

This will never work 20-30% vehicles we have here are still 15+ years old so they will carry the Shitty plastic Plates

Or you just apply a thin sticker over your license plate. Should look as exactly as the genuine number plate. Case closed. Automated system won't be able to read it at night. But at daytime, it would capture it in 2k resolution. So then footage can be zoomed accordingly and see the numbers.

Most effective way is mounting some high resolution cameras which take photos at greater ISO levels and using a powerful flash light in a junction, combining with speed monitoring system and traffic light system. Its very common in the states.
