    SL in second round of tapping offshore gas and oil reserves

    As hopes grow in Sri Lanka that its off shore Mannar Basin has sedimentary deposits that are thick and old enough to yield high quality oil and gas sufficient for the next 60 years, at least 11 companies including highly reputed major international oil and gas firms have submitted expressions of interest to tap gas reserves there.

    These companies have expressed their interest on a call for bids by the Petroleum Resources Development Ministry in February 2017 to undertake the appraisal plus development of gas discoveries and prospects in the 2,924-sq km offshore block M2, Mannar Basin, a senior official of the ministry revealed.

    The Petroleum Resources Development Secretariat (PRDS) is expected to close the bids in September this year. Four years of studying seismic and test well data and regional studies indicate source rocks with the potential to generate 5 billion barrels of oil and 9 Trillion Cubic Feet (TCF) of Natural Gas in the Mannar Basin, he disclosed.

    These results were obtained by a quantitative basin assessment done in PRDS with contributions from geoscientists from Cairn and other reputed exploration companies. This scenario based modeling work was performed incorporating available well data, seismic data, literature etc and valid assumptions.

    The results need to be verified further by drilling more exploration wells, acquiring new geophysical data and carrying out more studies and research in the region, he added. The Cairn Lanka exploration programme proved that there is a working petroleum system in the Mannar basin. In 2011 they have made two natural gas discoveries named “Dorado” and “Barrakuda” and the volumetric estimate of the two gas discoveries exceeds 2 TCF in the Block M2 (the size of the block is 3000 sq km), he said adding that this amount is also to be commercially verified through an appraisal programme.

    The Public Accounts Committee (PAC) report recently tabled in Parliament revealed that the process of oil production from oil and gas well drilling would cost a hefty sum of US$ 50 million to $1 billion. The Mannar Basin block M2 is now at the level of entering into a development phase from exploration phase and the Petroleum Resources Development Ministry is seeking prospective investors towards this end.

    The ministry signed a marketing agreement with US-based IHS Energy, one of the world’s largest energy consultancy firms, on December 14, 2016 to develop a marketing strategy, bid documents and partner selection criteria for consideration by the Government of Sri Lanka specifically for Block M2 recently relinquished by Cairn India.

    According to the PRDS, Block M2 contains two gas discoveries and is rich in data. IHS will be assisting with the marketing of the extensive M2 3D seismic and well log data, conducting preliminary discussions with interested parties, and recommending the structure of a “mini bid round” for M2, aimed at selecting an operator for the block .

    The Government entered into a Joint Study Agreement (JSA) on February 18, 2016 with French major Total, to explore two ultra-deep water blocks (JS5 & JS6) off the east coast of Sri Lanka for hydrocarbon prospects by conducting geological, geophysical and technical surveys, analyzing and interpreting the acquired data, and ultimately assessing the presence of commercially viable oil and gas.

    Agreement to be signed during President Sirisena’s visit to Dhaka

    A coastal shipping agreement connecting the Dhaka and Colombo ports is scheduled to be signed during President Maithripala Sirisena’s official visit to Bangladesh from June 13 to 16.

    The Bangladesh High Commissioner to Sri Lanka, Riaz Hamidullah told The Sunday Island yesterday that 15 agreements and Memoranda of Understanding (MoU) between the two countries would be ratified.

    "The highlights would be the Coastal Shipping Agreement that will initially connect the ports of Dhaka and Colombo and thereafter all ports in Bangladesh and Sri Lanka. A MoU on Freer Trade and Economic Partnership, which would be the stepping stone to a Free Trade Pact will also be signed."

    President Sirisena’s busy itinerary will include meetings with his Bangladeshi counterpart Abdul Hamid and Prime Minister Sheikh Hasina, who would be leading the bilateral negotiations.

    The Sri Lankan delegation includes Foreign Miniser Ravi Karunanayake, Agriculture Minister Duminda Dissanayake, Trade and Commerce Minister Rishad Bathiudeen, and a 20-member business delegation.

    Hamidullah said that he and Foreign Secretary Esala Weerakoon, would be leaving for Dhaka today to participate in the Foreign Office Consultation scheduled to commence on Monday.

    President Sirisena’s visit would strengthen bilateral relations and boost existing economic ties, he noted.

    The High Commissioner said that leading companies such as Hayleys, Hemas, Commercial Bank, Laugfs, Ceylon Biscuits and MAS Holdings, had a strong presence in Bangladesh.

    Over 40,000 semi and professional Sri Lankans were also employed there, he added.

    India grants of Rs 600 m to develop K’nochchi campus

    The Government of India provided a grant of Rs. 600 million to improve facilities at the Agriculture and Engineering faculties of the Kilinochchi campus of the University of Jaffna.

    The faculties were dedicated by Minister of Higher Education and Highways, Lakshman Kiriella, High Commissioner of India, Taranjit Singh Sandhu and Governor of Northern Province Reginald Cooray at a ceremony recently.

    Vice Chancellor of University of Jaffna, Deans of various faculties, faculty members, officials and students were also present.

    The project included construction of physical infrastructure such as lecture halls, conference hall, computer laboratory, library, and sports complex for the Faculty of Agriculture; and lecture halls, a conference hall, laboratories, administrative office and staff room for the Faculty of Engineering. High Commissioner Sandhu reiterated the Government of India’s continued commitment to the well-being and socio-economic development of the people of Sri Lanka. He highlighted the importance of agriculture and engineering in the economic development. In his remarks, Minister thanked the Government of India for the support.

    The Government of India will also provide support for curriculum development, faculty exchanges, training and research.

    The project will benefit students pursuing professional courses in agriculture and engineering by providing them better facilities and improved learning environment.

    Sri Lanka’s largest IT park, Orion City, has confirmed that its next building ‘Orion Tower’ – an investment of over $ 400 million – will be ready for operation by the first quarter of next year.

    “Our next building ‘Orion Tower’ will be completed by this December and it will be ready for occupation by March next year. This will add 650,000 square feet in addition to the current one million square feet we have at present,” Orion City CEO Jeevan Gnanam told the Daily FT.

    A mix of both local and foreign IT/BPM firms have already shown interest for space in the new building.

    It aims to reduce cost for IT companies by providing them with a low-cost, acceptable and high-quality package at one central location.

    In addition he said the firm is investing over $25 million to set up a data centre project in Kandy as well as setting up a large-scale incubation space for startup companies.

    Gnanam expressed confidence that Sri Lanka could grow IT/BPO sector earnings from $1 billion to $5 billion by 2020, but insisted a mindset change was necessary in order for the country to develop.

    “Looking at how India and Philippine industries have grown over the years, Sri Lanka can surely achieve the $5 billion target, but we need a little effort and focus. If we want to become like Singapore, we need to think like them,” he added.

    Noting that skilled capacity was a concern for the growth of the industry, he said going forward there might be a need to allow foreign talent to come in.

    “Industries including tourism and IT/BPO are absorbing a lot of local talent and I do not think that we have enough graduates to fill in the vacuum in these sectors. Thus, going forward, we may have to allow skilled migration,” he stressed.

    It was pointed that with technology evolving at a faster pace, the education curriculum in the country should also be updated accordingly to keep abreast with the rest of the world.

    “Technology is moving very quickly. In other parts of the world kids are talking about analytics and robotics. I do not think our guys are there yet. We have to catch up and adopt new skillsets and I am sure we can,” Gnanam said.
