The flyover which is due to be completed before the end of the year, is aimed at reducing traffic congestion in the area and the city to a great extent, cutting fuel and time costs. Deputy Minister of Policy Planning and Economic Development, Harsha de Silva recently said the project will cost less than the estimated Rs. 4.5 billion and that it will be completed ahead of schedule.

    The 198-bedroom resort, with a gross built up area of 350,000 square feet, is built by Weligama Hotel Properties Ltd., a subsidiary of East West Properties Plc controlled by business tycoon Nahil Wijesuriya.

    Modern and safe school bus services in rural areas

    24 July 2017

    School vans and buses have been the cause for many accidents because they were in a bad condition or driven recklessly, sometimes by drivers who do not have licences. Now, President Maithripala Sirisena wants to launch a national programme on the theme “Let’s Protect Children.”

    Under this programme, a pilot-project is being started in the North Central Province with the launch of four Ashok Leyland MITR 28 seater buses to transport children from rural areas to their schools. The four buses are being obtained at a reduced cost of Rs 12.8 million. The money will come from budgetary allocations.
    If this school bus service is found to be successful, President Sirisena has said he wants to extend it to rural areas in other provinces too.

    Transport, energy among Sri Lanka priority PPP projects

    ECONOMYNEXT – Transport and energy are among Sri Lanka’s priority sectors for public-private partnerships (PPPs), the head of the government’s new public-private partnership agency, Thilan Wijesinghe said.

    PPPs will be new projects in which the government sector has long term interests with government having some equity stakes and land, he told the two-day annual economic summit held by the Ceylon Chamber of Commerce.

    They will involve new investments and transfer of ownership or debt of unproductive government assets, said Wijesinghe, who is also chairman of TWCorp.

    “Privatization is not part of my mandate.”

    Priority sectors for PPPs will include transport, utilities, ports, tourism, construction, especially affordable housing, health care, financial services, information technology, agribusiness and the mining and minerals sector.

    The minerals sector had been neglected for the last 20 years, Wijesinghe said.

    Sri Lanka has a phosphate deposit that can meet not only Sri Lanka’s entire needs but export for several decades.

    “I hope private-public partnerships would act as a catalyst of economic growth combined with some public investment projects like the central expressway,” Wijesinghe said.

    Power projects, toll roads, and new container terminals are examples of new investments that would be pursued under the PPP model, Wijesinghe said.

    Hambantota port and the Hyatt hotel are examples of dead assets of government to be transferred to the private sector under the PPP model, but the Colombo Hilton hotel, an operating asset, will be privatized.

    Wijesinghe said he aims to create a brains trust of professionals to do PPP projects to meet the current imperatives of the country, which would include investment bankers, economic researchers and top negotiators.

    The multi-skilled team would be working with line ministries and external consultants.

    The PPP agency has already been allocated the required funding, Wijesinghe said.

    “We will prioritise projects. Some quick wins are absolutely crucial.”

    Wijesinghe said he aims to get Cabinet approval for the basic PPP guidelines within one month.

    PPP projects in the project pipeline include the elevated highway from the new Kelani bridge to Athurugiriya and an underground road planned to extend the Marine Drive and connect with the port access road and elevated highway to the international airport.

    Inland water-based transport and inland air transport, light rail transit, utility projects in water, waste to energy, and industrial zones will be other projects in the piprline.

    Hambantota Port Agreement to be tabled in Parliament tomorrow

    The concession agreement on the Hambantota Port between Sri Lanka Ports Authority (SLPA) and China Merchants Holdings Company (CMHC) Ltd will be tabled in Parliament tomorrow (26) and debated on Friday, with the Government hoping to formarllly sign the deal on Saturday, it was revealed today.

    Minister of Ports and Shipping, Mahinda Samarasinghe told journalists this afternoon that the deal was a "win-win situation" for both sides, He was speaking after Cabinet approved the nw agreement earlier in the day.

    While there won't be a formal vote in Parliament on the deal at the end of the debate, the Minister said the Government hoped to still incorporate any useful suggestions from MPs into the new deal. Although, this may mean that the signing of the deal may get pushed back a little bit, he acknowledged.

    The Minister said the agreement was an improvement on the earlier agreement where the Chinese side would have got an 80 per cent stake in the port.

    Under the new agreement, the SLPA's state would rise to 30 per cent while CMHC will hold 70 per cent.

    The agreement would see the setting up of two Sri Lankan companies to carry out operations of the port. They are the Hambantota International Port Services Co. (Pvt) Ltd (HIPS) and Hambantota International Port Group (Pvt) Ltd (HIPG). The SLPA will hold a share of 50.7% and CMHC 49.3% in HIPS while the share allocation of HIPG would be 85% to CMHC and 15% to SLPA. Accordingly all immovable and movable properties will be transferred to these companies.

    The agreed investment value of the deal is USD 1.12 billion.

    Under the new agreement, the sole responsibility and authority in terms of national security will be with the Sri Lankan Government,

    Minister Samarasinghe pointed out that the the SLPA had to annually set aside Rs.9.1 billion to pay off the loans taken to build the port, which was built at a cost of Rs.193 billion (USD 1.5 billion) and that it could not afford to keep maintaining the port and paying off its loans.

    Hambantota Port commenced its commercial operations from November 2011 and as at end of 2016, had accumulated a loss of over Rs.46.7 billion, it was further disclosed.

    China will go ahead with the signing of the Hambantota Port lease agreement with the government on Saturday, said Hang Tian, Deputy General Manager, China Merchant Port Holdings Company Ltd (CMPort).

    Speaking at the Sri Lanka Economic Summit 2017 at the Cinnamon Grand yesterday, he said that this is not a deal to just manage a port but it is to transform a region. “China will invest heavily in this project and create Hambantota harbor as a major logistic hub in the world,” he said.

    He also said that it is necessary to have a vision and believe that with right investments and commitment, the Hambantota Port could be turned around.

    Hang Tian recalled that they first entered Sri Lanka by tendering for the CICT terminal along with 19 other bidders. “But due to the gable economic crisis the others pulled out and they remained in Sri Lanka as they saw a feature in Sri Lanka.”

    Meanwhile Lakshman Jayasekara, Project Director, Ministry of Megapolis and Western Province Development, said that the support they received from the local private sector towards the Megapolis development project is very poor.

    Several mega projects underway in Sri Lanka are opening up significant opportunities for domestic and international businesses. These include the Western Region and the Hambantota Logistics and Industrial Zone but Sri Lankan businesses are not too keen to leverage on these, while some are concerned that they will be spectators and not be able to fully capitalize on its benefits.”

    “Local companies only forward agents and are not keen to invest in projects like the light rail system and other mega projects.” He however said that the John Keels Group has set an example and have got involved in mega infrastructure projects.

    Meanwhile Nadija Tambiah, Head of Legal, Secretarial and CSR, John Keells Holdings PLC, said that they are keen to engage in more mega projects but need country stability, clarity and most importantly, consistency in regulations.

    She said that one area that needs quick attention is the labor laws. “We also appeal to authorities to seek ways and means to employ temporary workers.”

    She also said that although there are a number of graduates, they are not seen to be actively engaged in employment.

    Sri Lanka gets first Millennium Challenge grant, mulls transport, land projects

    ECONOMYNEXT – Millennium Challenge Corporation (MCC), a U.S. government aid agency, has announced a Rs1.1 billion initial grant for Sri Lanka with due diligence now being done on potential projects in the transport and land sectors.

    Sri Lanka was among countries selected by MCC last year to receive five-year grants aimed at encouraging economic growth and reducing poverty.

    A delegation from MCC led by Fatema Z. Sumar, Regional Deputy Vice President for Europe, Asia, the Pacific, and Latin America, visited Colombo to advance progress on the development of the MCC compact—the five-year grant program.

    “We are pleased to announce Rs1.1 billion ($7.4 million) in funding that the Millennium Challenge Corporation is providing now to support the development of a compact, including identifying and analyzing specific projects for potential investment,” Sumar said.

    Because the compact is still in development, the total compact funding amount has not yet been determined. The $7.4 million in funding is in addition to the total MCC compact funding amount.

    Based on an analysis of the constraints to economic growth, MCC and the Government of Sri Lanka are now conducting due diligence on potential projects in the transport and land sectors, the statement said.

    The Sri Lankan Government has established a project management unit—the Sri Lankan Compact Development Team—within the Prime Minister’s office to work with MCC on the compact.

    “The goal is to develop a high-quality, evidence-based and sustainable compact aimed at addressing these economic challenges in a way that drives growth and reduces poverty,” the statement said.

    MCC holds partner countries accountable through rigorous oversight, monitoring and evaluation.
