Major investment to upgrade railway system

Sri Lanka is making a major investment in upgrading its railway system by importing new engines and wagons from Chinese and US companies, according to a top official. Sri Lanka Railways General Manager S.M. Abeywickreme said a Chinese company had been awarded a contract for US$ 80 million (Rs 12 billion) to deliver nine multiple units, each comprising an engine and eight to nine compartments with air-conditioning facilities. The compartments would have monitors displaying the next station and the time to reach the next destination.
The delivery is expected by November this year. The engines and compartments will have a two-year warranty for mechanical parts and five year warrant for electrical parts. The Chinese company was selected by a worldwide tender.
The Railways Chief said a second contract to buy 12 engines, each of them costing more than US$ 4 million, would be awarded to a US company. The project would cost about US$ 48 million (Rs seven billion). The delivery of the engines is expected within a year.
He said these purchases were in addition to the purchase of six power sets, 10 engines, 30 oil tankers and 20 container type wagons to transport coal and flour and 160 compartments under a Indian credit line costing US$ 105 million (Rs 15.7 billion).
The delivery of the engines and wagons is expected within this year.

Three new flyovers

The Government plans to construct three more flyovers at Kirulapone and Kohuwala in the Colombo District and at the Yangalmodara Railway crossing on.......the Colombo-Kurunegala Road, Road Development Authority (RDA) Project Director Mangala Senarath said.
The Kohuwala Flyover will be constructed on Dutugemunu Street where the traffic on the Colombo- Horana Road while the Kirulapone Flyover will be constructed at the Kirulapone Junction towards the tail end of the Baseline Road, he added.
He also said that the Kohuwala flyover will be 220 metres in length, while the Kirulapone flyover will be 330 metres and the Yangalmodara flyover, which will be the longest with a length of 410 metres.
He expressed confidence that the projects could be easily completed within two years.
"The Hungarian Government has provided a concessionary interest free loan of Euro 52 Million for the projects but the cost for the construction is yet to be made," Director-General of External Resources Priyantha Ratnayaka told Ceylon Today.
External Resources Department Assistant Director M.J. Roshika said that the framework agreements for the three flyovers have already been signed and the credit agreements will be signed soon.
She also said that the relevant documents have already been sent to the Ministry of Higher Education and Highways for the necessary procurements.
Meanwhile, Minister of Higher Education and Highways Lakshman Kiriella told Ceylon Today that the completed Polgahawela Flyover which is 883 metres long and built at a cost of Rs. 2203 million (Rs.2.2 Billion) will be declared open on 17 January.
This flyover will be a major factor in easing the movement of traffic since the roads are blocked for well over 400 minutes a day due to the railway crossings.

ECONOMYNEXT - Sri Lanka is starting to build a 25 floor tower, at a cost of 19.6 billion rupees at the main office complex in the administrative capita Sri Jayawardenepura, where the piling contract has just been awarded.
The cabinet of ministers had approved a proposal by Megapolis Minister Champika Ranawaka to award of a piling foundation of the tower to San Piling (Pvt Ltd for 1,155 million rupees.
The tower will be located at the Sethsiripaya administrative complex in Battaramulla.
The 25 floor tower will have 123,902 square metres of space or 1.33 million square feet. The building is estimated to cost 19.6 billion rupees or 14,696 rupees a square feet.

Sri Lanka official reserves improve to USD 8 Billion by end 2017

Jan 12, 2018 (LBO) – Sri Lanka’s gross official reserves have improved to 7,952.58 million US dollars by the end of last year from 7,319.40 million dollars in November 2017, official Central Bank data showed.
By the end of 2016, country’s gross official reserves were stood at 6,062.71 million US dollars.
Foreign currency reserves were 6,952.87 million dollars and reserves in gold were 928.07 million dollars by end December 2017. Reserve position in the IMF was 68.15 million dollars.
Central Bank’s Treasury bill holdings were significantly down from 20,255.06 million rupees by end November to 9,907.50 million rupees by end December.
Central Bank purchases of foreign exchange from commercial banks at market rates amounted to 200.50 million US dollars in the month of December without any sales.
During the year up to 12 January 2018, the Sri Lanka rupee has depreciated against the US dollar by 0.6 percent.

Govt. to ink JV with Rojana Industrial Park in Feb.

The Government will sign the joint venture agreement with Thai-based Rojana Industrial Park Public Ltd, which will attract about 200 factories, by the end of next month, with operations slated to commence by the end of this year.
“We have got Cabinet approval to release land to the Board of Investment (BOI) and to commence essential infrastructure facilities. We hope to sign the joint venture agreement by the end of February and have the industrial park up and running by December,” International Trade State Minister Sujeewa Senasinghe told the Daily FT.
Upon obtaining approval from the Cabinet, 244 acres of land under Phase I and 166 acres of land under Phase II in Neuchattlewatte will be released as a free grant on a free cost basis to the BOI for the establishment of the Milleniya Export Processing Zone (EPZ).
The State Minister said he was putting a lot of effort into speeding up the process.
“Generally it takes about three years to get the land released and another five years to get the essential infrastructure facilities. However, with my personal intervention, I managed to get the lands released and by 17 January will commence the road construction,” he added.
The Cabinet also gave approval to pay compensation for the resettlement of families affected by the project, a move which has been carried out by the respective management companies of the estates based on the valuation of the Chief Government Valuer via the Divisional Secretary of Milleniya through the budgetary allocations made to the ministry in 2017 and 2018.
According to the Minister, 150 families will be resettled while setting up the EPZ and it is expected to employ around 10,000 people.
“Except for one or two incidents from the plantation companies, there weren’t many issues in obtaining the required lands. Now everything is sorted,” he stressed.
He also said that he was in discussion with Rojana to set up a vocational training centre in the EPZ, which will help investors absorb skilled labour into the new factories being established.
A budgetary allocation amounting to Rs. 1 billion has been granted to the Development Strategies and International Trade Ministry for 2017 and Rs. 2.5 billion has been granted for 2018 to develop the initial infrastructure related to the establishment of new EPZs.
The Ceylon Electricity Board (CEB), National Water Supply and Drainage Board (NWSDB) and Road Development Authority (RDA) are entrusted to provide essential infrastructure facilities such as electricity, water and access roads up to the zone boundaries initially for Phase I. The cost of this infrastructure has to be borne through the annual budgetary allocations during 2017-2019.
Insisting that the economic returns of the major infrastructure development initiatives of the country could effectively be reached through stimulating appropriate private investment, Senasinghe said it will in turn boost economic activities and business which ensures the maximum utilisation of such infrastructure.
“This profit-sharing venture will be on a partnership for a duration of 40 years. Upon reaching 40 years, the Government will get the full project,” he explained.
According to the Minister, the proposed EPZ will attract around 200 factories that are involved with the manufacture of modern electronic equipment and appliances chiefly from Japan.
Rojana is a Thai-Japanese joint venture which develops industrial land complete with international standard infrastructure and utilities.
The firm is expecting to bring in around $ 500 million during the first phase of the project, while aiming to be ready by the end of the year with a fast-track development program under the guidelines of Prime Minister Ranil Wickremesinghe.
Following the signing of the agreement, Rojana Industrial Park will build, manage and promote the zone for enterprises from Japan, Korea, Hong Kong and the UK to set up investments.

මැදිරිගිරිය ජල සම්පාදන ක්රමයේ අදියර III ක්රියාත්මක කිරීම
- නිදන්ගත වකුගඩු රෝගයට ලක් වී ඇති, සුරක්ෂිත පානීය ජල මූලාශ්ර නොමැති ප්රදේශයක් වන මැදිරිගිරිය ප්රාදේශීය ලේකම් කොට්ඨාසයේ ජනතාවට සෞඛ්යාරක්ෂිත පානීය ජලය සැපයීම ඉලක්ක කරගනිමින් මැදිරිගිරිය ජල සම්පාදන ක්රමය ක්රියාත්මක කෙරේ. මොරගහකන්ද ජලාශ ව්යාපෘතිය හේතුවෙන් අවතැන් වූ පවුල්ද මෙම ප්රදේශයේ නැවත පදිංචි කරවීම නිසා සුරක්ෂිත පානීය නළ ජලය සඳහා ඇති ඉල්ලුම වැඩිවෙමින් පවතින අතර, එම ඉල්ලුම ආවරණය කිරීමේ අරමුණින් මැදිරිගිරිය ජල සම්පාදන ක්රමය අදියර III ක්රියාත්මක කිරීමට තීරණය කරනු ලැබ තිබේ.

ශ්රී ලංකාව හා සිංගප්පූරුව අතර නිදහස් වෙළඳ ගිවිසුම අත්සන් කිරීම
- ශ්රී ලංකාව හා සිංගප්පූරුව අතර ඇති කරගැනීමට යෝජිත නිදහස් වෙළඳ ගිවිසුමේ ඇතුළත් විධිවිධාන සම්බන්ධයෙන් දෙරටෙහිම විශේෂඥයින් විසින් සාකච්ඡා පවත්වා එකඟතාවකට පැමිණ ඇත. භාණ්ඩ වෙළඳාම, සේවා වෙළඳාම, සේවා නිදහස්කරණය, ආයෝජන, රාජ්ය ප්රසම්පාදන, තරගකාරිත්වය ආදී ක්ෂේත්රවලට අදාළ විධිවිධාන යෝජිත නිදහස් වෙළඳ ගිවිසුමේ ඇතුළත් වේ. කෙටුම්පත් ගිවිසුම සම්බන්ධයෙන් අමාත්යවරුන් කිහිපදෙනෙකු විසින් ඉදිරිපත් කරන ලද නිරීක්ෂණද සැලකිල්ලට ගනිමින් යෝග්ය සංශෝධන ඇතුළත් කිරීමට කටයුතු කරනු ලැබ තිබේ. මෙම සංශෝධන හඳුන්වාදීම තුළින් ආයෝජන සඳහා වඩාත් හිතකර පරිසරයක් ගොඩනැඟෙන අතර, එම නිසා ශ්රී ලංකාවට සිංගප්පූරුවෙන් ලැබෙන ඍජු විදේශ ආයෝජන ඉහළ නැංවෙනු ඇත.

කුඩා පරිමාණ කෘෂි ව්යාපාර සහභාගිත්ව (Smallholder Agribusiness Partnership) වැඩසටහන
- ග්රාමීය කුඩා පරිමාණ කෘෂි නිෂ්පාදකයින්ගේ තරගකාරී හැකියාවන් වර්ධනය කරමින් ඔවුන්ගේ ජීවනෝපාය මාර්ග පුළුල් කරගැනීමට සහාය දැක්වීමේ අරමුණින්, කෘෂිකර්ම සංවර්ධනය සඳහා වන ජාත්යන්තර අරමුදලේ (IFAD) ආධාර යටතේ 'කුඩා පරිමාණ කෘෂි ව්යාපාර සහභාගිත්ව වැඩසටහන' (Smallholder Agribusiness Partnership Programme) ක්රියාත්මක කෙරේ. සාපේක්ෂව අඩු සංවර්ධනයක් සහිත දිස්ත්රික්කවලට ප්රමුඛතාව ලබා දෙමින් දිවයින පුරා ක්රියාත්මක කෙරෙන මෙම ව්යාපෘතිය මඟින් අඩු ආදායම්ලාභී ග්රාමීය පවුල් 57,500කට පමණ ප්රතිලාභ අත් වනු ඇත.

ශ්රී ලංකා ගමනාගමන මණ්ඩලය(ශ්රී ලං.ග.ම) සතුව ධාවනය කළ හැකි තත්ත්වයේ බස්රථ 6,300ක් ඇති අතර, ඉන් බස්රථ 2,467ක් වසර 10කට වඩා පැරණි වේ. එම පැරණි බස්රථ නිතර ආපදාවට ලක්වීම හේතුවෙන් මහජනතාවට විශ්වාසදායී හා කාර්යක්ෂම බස්රථ සේවාවක් සැපයීමේදී බාධා එල්ල වේ. එමෙන්ම, කාලසටහන් අවශ්යතා අනුව යෙදවීම සඳහා එම මණ්ඩලයට අවශ්ය මුළු බස්රථ සංඛ්යාව 7,257ක් වේ. තවද, ශ්රී ලං.ග.ම. බස්රථ ඇණිය 100%ක්ම ඩීසල් බස්රථවලින් සමන්විත වන බැවින් එය වායු දූෂණයට ද හේතු කාරකයක් වේ.

කුඩා පරිමාණ කෘෂි ව්යාපාර සහභාගිත්ව (Smallholder Agribusiness Partnership) වැඩසටහන
- ග්රාමීය කුඩා පරිමාණ කෘෂි නිෂ්පාදකයින්ගේ තරගකාරී හැකියාවන් වර්ධනය කරමින් ඔවුන්ගේ ජීවනෝපාය මාර්ග පුළුල් කරගැනීමට සහාය දැක්වීමේ අරමුණින්, කෘෂිකර්ම සංවර්ධනය සඳහා වන ජාත්යන්තර අරමුදලේ (IFAD) ආධාර යටතේ 'කුඩා පරිමාණ කෘෂි ව්යාපාර සහභාගිත්ව වැඩසටහන' (Smallholder Agribusiness Partnership Programme) ක්රියාත්මක කෙරේ. සාපේක්ෂව අඩු සංවර්ධනයක් සහිත දිස්ත්රික්කවලට ප්රමුඛතාව ලබා දෙමින් දිවයින පුරා ක්රියාත්මක කෙරෙන මෙම ව්යාපෘතිය මඟින් අඩු ආදායම්ලාභී ග්රාමීය පවුල් 57,500කට පමණ ප්රතිලාභ අත් වනු ඇත.
සිය ගොවිපළ සංවර්ධනය සහ වාණිජ මට්ටමින් ව්යාපාර ශක්තිමත් කරගැනීම සඳහා තරුණ ගොවි ව්යවසායකයින්ට අවශ්ය මූල්ය පහසුකම් සැපයීම මෙම ව්යාපෘතියෙහි ප්රධාන අංගයකි. ඒ අනුව, නිෂ්පාදන කණ්ඩායම්, ගොවි කණ්ඩායම් සහ තරුණ කෘෂි ව්යවසායකයින්ට අවශ්ය ප්රාග්ධනය සලසා ගැනීම සඳහා 6.5%ක වාර්ෂික පොලී අනුපාතයකට මෙම වැඩසටහන යටතේ ණය පහසුකම් සලසා දීම පිණිස අතිගරු ජනාධිපති මෛත්රීපාල සිරිසේන මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

Southern railway track moves beyond Matara again

A railway line beyond Matara, a dream for over a century that has got off the ground on more than one occasion is becoming a reality as State Minister for Public Enterprise Development together with many other dignitaries associated with the project tightened the stays on the first length of track laid by China National Machinery Import & Export Corporation (CMC) last week.
Among the dignitaries who attended the ceremony were Zhao Jun Vice President of CMC, Eng. G.D.A. Piyathilake Chairman of the Central Engineering Consultancy Bureau (CECB) who are the project consultants on behalf of the Ministry of Transport (MOT), Cao Lianghua of the China Railway No 5 Group (CR5G), Zhang Yongkang China Railway Electrification Company (CREC), Fu Zhigen China Railway 5th Survey & Design Institute Group, He Peizhi CMC’s Project Manager for the Southern Railway Extension Project and other Chinese and local officials.
‘The dream of a railway extension beyond Matara has a history of more than a century’ states researcher and author Dhanesh Wisumperuma in his blog ‘Diary and writings of Dhanesh Wisumperuma’. According to him research based on available documents it was in 1894 a year before the Galle to Matara railway was opened that the Auditor General of the Colonial Government James A. Swettenham had mentioned the need of extending the line beyond Matara.
The project to construct a railway line beyond Matara first got off the ground on 27 December 1991 with Minister of Transport Wijepala Mendis laying the foundation stone and cutting the first sod of earth.
A brief history of the Matara Kataragama extension in chronological order according to Dhanesh Wisumperuma is as follows:
1894 November Survey of Matara Gandara Extension ordered
1895 April ‘Gandara Railway Report’ submitted with stations at Dondra and Gandara
(5 miles and 52.7 chains at Rs. 130,811.62 per mile)
1895 December Galle – Matara Railway opened
1921 November Survey of Matara Hambanthota carried out
1923 Hambantota Railway Report submitted with stations at Kumbalgama, Walasgala, Beliatta, Polommaruwa, Ranna, Ambalantota and Hambantota and two halting places at Ratmale and Hungama. (49 miles and 56 chains at a maximum of Rs 160,459.23 a mile)
1990 Government of Sri Lanka approves construction of Matara – Kataragama Railway Extension
1991 27 December Foundation laid and first sod cut by Wijepala Mendis (Minister of Transport)
1993 June Environmental Assessment submitted
2001 Piladuwa substation and 2km track opened by Dinesh Gunawardena (Minister of Transport and Environment). The track was used on a few occasions but later abandoned.
2006 25 March Foundation stone for Nilwala Railway Bridge laid by President Mahinda
Rajapaksa (the bridge was completed in 2008)
Every time the southern railway extension project got off the ground it could not be completed due to lack of funds until the Chinese Government agreed to fund it. On 31 October 2013 the construction of Phase I of the Matara – Beliatta section of the proposed Matara – Kataragma Railway Extension with stations at Kekanadura, Bambarenda, Wewurukannala and Beliatta and two sub-stations at Piladuwa and Weharahena was awarded to hand over to China National Machinery Import and Export Corporation a Chinese government entity. The project costing $ 278.2 million was funded by China Exim Bank.
“President Maithripala Sirisena is keen on commencing phase II of the southern railway extension once the Matara – Beliatta railway line is operative,” said Minister of Public Enterprise Development Lakshman Yapa Abeywardena at the ceremony held to lay the railway track beyond the Matara station last Friday. Phase I the 26.75 kilometre Matara Beliatta railway extension comprises of four stations and two substations covering a total floor area of 24,000 square meters, 66 culverts, 12 bridges totalling 3,789 meters in length, two tunnels totalling 882 meters in length and 3.4 million cubic meters of earthwork. The 615 meter long Nakuttiyagama tunnel will be the longest railway tunnel in the island while the 1.5 kilometre long Wattegama Bridge will be the longest railway bridge as much as the 15 meter tall Weralagoda Bridge will be the tallest railway bridge. Phase two of the southern railway extension is from Beliatta to Hambanthota a distance of 48 kilometres.
“We are privileged to be associated with the southern railway extension project as its consultants,” said Eng. G.D.A. Piyathilake, Chairman of the Central Engineering Consultancy Bureau. “The CECB will cooperate with the main contractor to complete phase one within this year. The southern railway extension will be a land mark project when it becomes operative,” he added.
“I wish to express our deep appreciation to Lakshman Yapa Abeywardena present here today and Minister of Transport and Civil Aviation Nimal Siripala de Silva who was unable to attend the ceremony, the representatives from the Chinese government, the Chinese Exim Bank and all of you who have supported us and are present here today,” said Vice President of CMC Zhao Jun in his address. “The southern railway extension from Matara to Kataragama is a key project for the development of Sri Lanka as it will link the new industrial zone in Hambantota and the sacred city of Kataragama. It will far reaching positives of the economy and social developments of Sri Lanka and will also consolidate the friendship the understanding corporation between the people and governments of Sri Lanka and China. I have the fullest confidence that with the support of all the stake holders the project will be completed in less than 10 months,” he added.
