don't think loans count as foreign aid. At best, only the concessionary part of the interest may count as "aid" - just my opinion

Yeah, so if he takes a 7 billion dollar loan, only the concessionary part of the interest falls under the 12 billion dollar foreign aid budget of Japan - not the whole 7 billion dollars.

as "foreign aid", then only the 4.5% difference in interest is allocated from the foreign aid budget.Not the total loan amount.

Why should it be foreign aid? Giving loans is a business.
I remember him mentioning about taking loans at 0.5% while the current loans have interest rates up to 5-6%. Check the second video.

Some of the current loans have interest rates up to 6%, however over 60% of Chinese loans were taken under concessionary terms - around 2%.

I just, you know, would like to know if there is any possibility of we getting that much of a loan under concessionary terms... doesn't seem very likely is what I have in mind rn
He mentions about a team coming to SL to discuss this possibility under the UNF govt,why it didn't work out and that he has records to prove it.
I have no idea if this is possible.
