For example, if eBay or PayPal banned you and you attempt to create a new account without changing the original IP or wiping your computer clean of any tracking they install. You would immediately get linked and back at square one.

So the idea is to have a new IP address from your home network, wiped computer using ccleaner and totally different information used to sign up with.
