I belive you asked a similar question sometime ago. Same solutions apply. There are no freebies.
AOMEI Backupper Pro allows you to sync real-time. Not expensive. Sometimes they have special pricings.
Otherwise Windows built-in DFS replication.

Yes.. this is another way - use a RAID 5 array or at least use mirroring. The only issue is you will not lose data but in the event of an OS crash you need some finite time to fix it.
If you replicate it to another system, then it can be used as a hot standby in case of a failure of the master system. Probably this is what he is aiming at.

You just need to one way sync between two local servers. Why don't you just try AOEMI. It can synchronise in real-time.
