. Sri Lanka accords official status to Sinhala and Tamil. The languages spoken on the island nation are deeply influenced by the languages of neighbouring India, the Maldives and Malaysia. Sri lankans don't care about the laws
if you can teach em russian, they will start accepting forms filled in russian language right away
laws are not for sinhalu
sinhalus are born to bend the laws
this includes traffic laws as well

The Sinhala and Tamil languages are both Official and National Languages in Sri Lanka while English is the Link Language. Apart from the statutory provisions for the implementation of the Official Languages Policy, administrative provisions have been made in implementing the same.

what is a link language ? what sort of legal recognition a link language will have ? where it will be used ?

true! using russian would be inappropriate. i am not saying we should ignore english. my point is how on earth its not an official language ? there are lot of advantages in making english an official language. some asian countries have done it

However certain computerized forms/ some institutions/ etc require English.

It is not possible to make English mandatory or make it the third official language. Because there are very few govt servants with English knowledge.

giving them english education is worth it. the private sector has adopted english very well. there are sri lankans who can write only in english. even government schools are having english medium these days. more and more sri lankans will adopt english in the future.
