First you try to get into Dilmah, Akbar, and other big players' profiles, I am not a tea expert but if I were you I might do these steps, first of all I will definitely get familiar with the products, then into the business models existing players follow, what are most demanding flavor , what are countries with highest demand, then try to open up portal or may be site if you are willing to an online business, but please check what are the local protocols and quality assurance upon getting the final product, I might run a PPC or an paid optimization if I'm to sell online,

If my business model is B2B I would further go into details where all the tea buyers are gathering, virtually. On a nutshell I think you can do it by yourself may be with a tea veteran whom could advice you further in detail
