But we don't know where to purchase & contact detail of the ragama hospital's person incharge of handling the donations.

It is not just the price of the oxygen or availability. The main issue is demand and the supply. The production capacity is not exceeded i think but the transportation and delivering is the major issue. The infrastructure and skills health care workers are not enough

I can support you on purchasing side. (I used to work for the company who supplies Oxygen to Ragama).
Not sure about the latest situation there, but most of the units are covered with liquid oxygen, not gaseous oxygen (which comes in large cylinders). So I think it is better to check on the number of cylinders actually required first
