I saw something to this effect on FB. Was in Sinhala and translated as far as I can understand. Can this be true though?

If so, does that mean the phone shops and other companies actually paid their own USD (maybe from unconverted foreign currency accounts or actual paper money, perhaps reserved upfront from potential buyers) upfront and brought these to Sri Lanka? (Without using the usual route of opening LCs for the batch order with rupee payments and completing the transaction through the banking system)

Can someone with a better knowledge tell me how exactly this was done?

How do they convert the rupees paid by the end customer to something that is useful to the person buying it in Singapore? Can you please explain? Of course earlier you could mention your business and convert those rupees to dollars from a bank. But that's stopped now. So what gives?
