I just use Avidemux to save it as mp4. Just set video & audio output as "copy" and output format "mp4" and save it. only take few seconds.

It's not re-encoding the file. It's taking video and audio from the TS file container and saving them into an MP4 container.
It's fast. for a 3 hour file less than a minute.
It will play without any delay when fast forward.
