With a quick Google search, it seems that the vessel and its owner had already been sanctioned by the U.S. for dealing with Iran. However, being sanctioned does not necessarily mean the vessel is subject to the blockade, because sanctions are a legal and economic restriction framework, while on this voyage the vessel’s last port of call was in the UAE, not Iran.
