A completely new OS that is ultra secure right from the start.
A use full back-up utility.
A use full HDD manager/Partitioning tool.
A re-design of Windows Explorer to make it fully customisable.
i.e. put buttons like copy & paste wherever I want them.

The performance information section should include an advanced tab with more info graphs etc
Startup time should be minimal
Sidebar gadets must be more interactive (eg-should be able to filp over like mac widgets)

change the way windows explorer works/looks

Include a proper utility which makes creating and applying themes easy
