If you need to install binaries, it is better to download via package manage.
If you familiar with source compiling, you can proceed with downloaded source.

those are source files. you'll have to compile and install them.
If you want to install applications on kubuntu, use the package manager.
Koffice is in the package manager.
However its better that you install OpenOffice.org instead. Thats also in the package manager and it integrates in to KDE as well.

KOffice is for linux desktops that has the KDE desktop environment.
Also the file you got there are for linux systems.
It is very hard to compile for this in windows unless you have cygwin.
How ever try this.

While it integrates well with KDE, its not much use as it isnt very good at opening MS Office files format or saving to MS Office file formats.
If you want a good office package, install OpenOffice.
