Sri Lankan Mobile providers uses 2100MHz for 3G network (similar to European Standard)
But in US mostly they use different frequency 850MHz and 1900MHz
so that when buying from us you have to check the 3G frequencies.
Its mentioned in the link that you have posted check it out

if you are going to bring a mobile phone officially then have to get clearance from TRC and Import and Export or else if you kno someone is customs then ok or you can bring unofficially (but risky)

this phones frequency matches ours
but read some reviews about this phone cz it has a very small screen size and you wont be able to properly type with this one and for touch screen the screen size is very very small. Also the price is very high
