    Its probably your ISP. Youtube can't slow down! there servers are one of the best servers. They have tons and tons of bandwidth. So it won't/can't slow down.

    Get a surge protector! And don't you have a UPS? :eek: The UPS will get damaged if you don't use a surge protector and it will save the PC. But I don't like to run around carrying a heavy UPS to be repaired. So I use the right tool for the job. That is a surge protector :D
