As I know they are called Garage numbers. until you receive the proper registration you can use the vehicle using this number. under normal case till we get the registration we cannot take the vehicle to the road (aththatama nam oka wenne na). but as I have heard with this number you can put the vehicle to the road.

ya. but I think those garage has obtained a number series from govt. so that the number can be tracked back. therefore we can take the vehicle to the road. I do not have confidence on this 100%. but as I have heard it is so.
