Because there's no data to restrict, you already uninstalled whatever app ate up all your data.
Android's record keeping still needs to keep accurate track of how much data you've used even if you uninstall an app, so whenever an app is uninstalled the data usage records get moved to the “removed apps” entry.
Since its not an actual app, it can't use data at all.
An example:
- You download a 3D game while using 4G (mobile internet)
- You start the game, and it immediately downloads a 500MB game data file.
- Now when you look in your data usage history, it'll show that the game used around 500MB of data.
- After playing the game a bit you determine it's not worth your time, so you uninstall it.
- When checking your data usage history again the game’s entry will be gone from the list, but instead the “removed apps and users” entry will show 500MB extra data usage compared to the last time you checked the list.
