    1. Student Guidebook for Interest Free Loan Scheme for Selected Degree Program.
    1.1. Introduction

    The Government of Sri Lanka expects to expand Higher Education opportunities in the country. However, due to several other national policy priorities in public investments, such as social welfare services that needs to be looked after by the State, investments in Higher Education has been limited. Therefore, with the participation of the private sector (recognized Non-State Higher Education Institutes), the Government has decided to expand opportunities for Higher Education to enable students with G.C.E Advance Level qualifications to pursue their Higher Educational aspirations, if they were unable to secure placement in State Universities.
    In this endeavour, the Government provides opportunities to those students who were unable to bear the cost of course fees at foreign universities, foreign university affiliated local institutes or at local Non-State Degree Awarding Institutes recognized by the Ministry of Higher Education.

    1.2. Role of the Government of Sri Lanka in Higher Education

    The State has a responsibility to provide equal opportunities for all G.C.E (A/L) qualified students to have access for Higher Education. The resource limitations in State Universities curtail the said equal opportunities. The Government therefore has an obligation to provide alternative measures to make it possible.
    If the private sector as an equal development partner of the country’s economy has a willingness to participate in a Public Private Partnership (PPP) to provide high quality Higher Education to the younger generation of the country, then the State would only need to invest on a part of the required amount for the Higher Education. Accordingly, the private sector will provide physical resources and infrastructure facilities as provided in similar to the State Universities and the State will bear the interest of the Student Loan provided as course fees.

    1.3. Objective for Expansion of Higher Education by Introducing Interest Free Loan Scheme.

    The Higher Education system is expected to produce a pool of high-level human capital, which is essential for economic and human development of the country. The availability of such a pool of highly educated human resource is of central importance for the future development of the country.
    Majority of G.C.E (A/L) qualified students are unable to bear the cost of the course fee of Higher Education at foreign universities, foreign university affiliated local institutes or at local Non-State Degree Awarding Institutes recognized by the Ministry of Higher Education & Highways. Hence, interest free ‘Student Loan Schemes’ for students for Degree programs with high market demand, which is designed with employability should be in place. Therefore, the State should make necessary arrangements to provide collateral free loans either from State banks or Private Banks.

    1.4. Interest Free Student Loan Scheme


    The Budget Proposal of 2017 suggested to provide opportunities to students who are qualified in G.C.E (A/L) but miss out university entrance. Therefore, according to the Budget Proposal of 2017 under the student loan scheme a maximum loan amount of Rs.800,000.00 per student for the entire course of study, will be provided for those who wish pursue a selected Degree program offered by Ministry of Higher Education & Highways approved Non-State Higher Education Institutes.

    1.5. Eligibility

    1.5.1 Eligibility for selection

    Minimum qualification for admission


    Students who sat for G.C.E (A/L) in 2015 are considered as eligible under this scheme. The details shall be confirmed by the Commissioner General of Examinations. Students should have obtained;
    (i) At least ‘S’ grades in all three approved subjects in one and the same sitting, within a maximum of three attempts and
    (ii) A minimum 30 marks for the Common General Paper in any attempt described in above
    (i) or re-sit for the Common General paper in 2016 obeying to the condition of the maximum three attempts

    1.5.2 Ineligibility for Selection

    Applicants who belong to one or more categories mentioned bellow do not qualify for this program.

    i. An applicant who has fulfilled the minimum qualification only at the fourth or higher attempt of the G.C.E. (A/L) examination in year 2015.

    ii. An applicant who has been already selected for free education as an internal student to follow a first degree at a State University governed by the University Grants Commission under the University Act No. 16 of 1978 based on the examination results considered for this program,

    i. e. G.C.E. (A/L) examination held in 2015.
    iii. An applicant who has been already selected for free education as an internal student to follow a first degree in a State higher educational institute established under any other Acts of Parliament of Sri Lanka based on the examination results considered for this program, i.e. G.C.E. (A/L) examination held in 2015.

    iv. An applicant who has been already selected for free education as an internal student in a College of Education under the Ministry of Education.

    v. An applicant who has been already selected for full time course of study of three-year duration or more at Sri Lanka Institute of Advanced Technological Education (SLIATE) or Institute of Engineering Technology (IET) or the National Apprentice and Industrial Training Authority (NAITA)

    vi. An applicant who is/was registered as an internal student to follow a first-degree course in a State university or higher education institute mentioned in above ‘ii’, ‘iii’ and ‘iv’ or follow a three or more year courses at any institute mentioned in above ‘v\

    vii. An applicant who is/was selected/registered for any other degree program financed fully or partly by the public funds

    viii. An applicant who has been already selected/registered to follow a first degree under any foreign scholarship program conducted by the Ministry of Higher Education & Highways.

    ix. An applicant who is already employed.

    1.6. Selection of Students and Institute

    Conditions for selection

    i. The Student who fulfil the minimum requirement stated in section 1.5 and section 3 will be considered.

    ii. Their selection will be based on the all island merit basis which is measured by the Z score.

    iii. Each student will be given any number of preferences for Degree programs and institutes to apply, based on their personal interest.

    iv. The highest priority will be given to the first preference of the program of the applicant.

    v. The selection of institute will be based on the preference of the student and the capacity of the institutes.

    1.7. Instructions on Online Application System

    1.7.1 Online Application system
    An online system hosted under www.studentloans.mohe.gov.lk should be used to submit the application by the qualified applicants. Candidates will be provided facilities at following centres to submit their application online. Students need to pay Rs.200/- for usage of such centres as processing fee for their online application.

    i. National Online Distance Education System (NODES) Access Centres- NACs located at regional premises of the Open University of Sri Lanka (OUSL)

    ii. Provincial and Zonal ICT Centres under Ministry of Education

    iii. Nenasala Centres under Information & Communication Technology Agency (ICTA)

    iv. Participating Non State Higher Education Institutes (refer to section 3) - for free

    v. In addition, applicant can use their own access point to enter the online application hosted under website of the Ministry of Higher Education & Highways www.studentloans.mohe.gov.lk

    1.7.2 Further Information for online application system.

    i. This information will be published as a paper supplement in National Newspapers by the Ministry of Higher Education & Highways.

    ii. For further information could be obtained from the Government Information Centre (1919). Students should submit applications on or before the specified closing date. The deadline for application is 27th September 2017.

    iii. Since hard copy of acknowledgement of receipt will not be issued, applicants are advised to keep a copy of above confirmation for reference.

    1.8. Documents to be Submitted

    1.8.1. School Candidates

    All school candidates must submit following documents by registered post in order to complete the
    application process.

    (i) Hard copy of the submitted application with applicant’s signature and

    (ii) Duly filled “Principal’s Certificate” (available to download under “print” tab) with the certification of Principal/ a teacher authorized by the Principal

    (iii) Certification of residence by the Grama Niladhari and countersigned by Divisional Secretary

    (iv) Certified Copy of National Identity Card (NIC) or Passport. (Principal/ a teacher authorized by the Principal)

    (v) Certified Copy of G.C.E O/L Certificate. (Principal/ a teacher authorized by the Principal)

    (vi) Original School leaving certificate.

    1.8.2. Private Candidates


    All private candidates must submit following documents by registered post in order to complete the
    application process.

    (i) Hard copy of the submitted application with applicant’s signature and

    (ii) Duly filled “Attestation” certified by the Justice of Peace / Commissioner for Oaths with signature, date and the official frank and

    (iii) Certification of residence by the Grama Niladhari and countersigned by Divisional Secretary.

    (iv) Certified Copy of National Identity Card (NIC) or Passport. (Justice of Peace / Commissioner for Oaths)

    (v) Certified Copy of G.C.E O/L Certificate. (Justice of Peace / Commissioner for Oaths)

    (vi) Original School leaving certificate.

    1.8.3. Failure of Submission


    Failure to submit the above mentioned documents in 1.8.1 or 1.8.2 will result in rejection of the
    application submitted via online.

    1.8.4. The Postal Address to Send Documents:

    1.8.5. Resubmission of Application

    Applicants may resubmit if he/she feel that they were unsuccessful in submitting the application on or before the closing date. For further information please contact the following .

    1.9. Confirmation of selection

    Selected students are informed about their selection within a period of TWO Weeks from the deadline for closing application. It will be available on the web page hosted under the website of the Ministry of Higher education & Highways, www.studentloans.mohe.gov.lk
    Selected students will be informed on the following;
    (i) The Degree program selected
    (ii) The Non-State Higher Education Institute allocated
    (iii) Deadline to confirm registration

    1.10. Registration process

    All selected applicants are advised to register via the online system [will be informed in due course].
    No manual based registration system will be available. Selected applicants are strongly advised to register before the deadline.
    Please consider the following conditions at the time of registration.

    i. Any other mode of registration except the online registration are not valid
    ii. Selected applicants will not be allowed to change the degree program or the allocated institute

    1.11. Other important information for students who are selected for this loan scheme

    i. Selected students need to enter in to a loan agreement with the Bank of Ceylon which provides the loan facilities.

    ii. Students who are selected for 4 years Degree program will be given a total period of 12 years as loan repayment period. Students who are selected for 3 years Degree program will be given a total period of 10 years as loan repayment period.

    iii. If a student selects to follow a 4 years Degree program, the amount that will be paid as the loan to cover course fee will be Rs. 800,000 and if it is a 3-year course the loan amount will be Rs. 600,000.

    iv. Interest for the loan given to student will be settled by the Government during above specified loan repayment period.

    v. Loan in instalments will be paid to the respective Non-State Higher Education Institutions (NSHEI) on behalf of the particular student as course fees.

    vi. If the student is not in a position to successfully continue the Degree program, the loan instalments will be suspended/terminated.

    vii. Loan instalments are paid by the bank to the respective Non-State Higher Education Institutions (HSHEI) based on the semesters of the institutes.

    viii. At the end of the successful completion of Degree program, students are responsible to find suitable employment and repayment of the loan by themselves .

    1.12. Employability of graduates who complete the degree program under this scheme & repayment of the loan

    i. Students are expected to complete the degree program by the specified duration of the selected Degree program; 3 Years or 4 Years.

    ii. Student and the respective NSHEI need to inform the Ministry of Higher Education and Highways and the Bank of Ceylon, upon the completion of the degree program.

    iii. Repayment of the loan will start at the 4th year for a 3-year degree program and from the 5th year for a 4 year degree program

    iv. Repayment of the interest free loan is the liability of the student.

    v. Finding employment is the responsibility of the student. However, the respective NSHEI should collaborate with the industries to ensure employability of its Degree holders under this scheme.

    vi. If the student is able to find a job upon completion of the Degree, student needs to make necessary arrangement to pay the loan as per the agreement with the Bank of Ceylon.

    vii. Qualified graduates can apply to both Government and Private sector job opportunities as well as overseas job opportunities.

    viii. If the student needs to migrate overseas he/she should repay the balance due amounts of the loan as per loan agreement.

    ix. If the student fails to complete the Degree program he/she has to settle the loan amount burrowed to pay course fees paid with interest, up to the date of discontinuation of the program.

    1.13. Quality Assurance Mechanism

    Ministry of Higher Education and Highways in consultation with the University Grant Commission under the directives of the Task Force established to oversee and coordination of all activities of this scheme and the Standing Committee on Quality Assurance and Accreditation of the Ministry of Higher Education and Highways will ensure the quality assurance of this scheme.

    1.14. Monitoring

    While the overall progress monitoring will be done with the Chairmanship of the Ministry of National Policies and Economic Affairs, the implementation of the scheme will be done under the supervision of the Task Force assigned to this scheme.

    1.15. Degree Certificate

    After completing the degree successfully, students will be awarded a degree certificate. The certificate will be issued by the NSHEI where the student is enrolled.

    2. Role of the Ministry of Higher Education and Highways

    i. The Ministry of Higher Education & Highways is required to advertise with details of this loan scheme in national Newspapers to enable to provide the necessary publicity.

    ii. Applications for this loan scheme will be available under the Ministry of Higher Education & Highways website www.studentloans.mohe.gov.lk

    iii. Allocation of Non-State Higher Education Institute will be done by Ministry of Higher Education & Highways where applicant preferences exceed the capacity.

    iv. The Ministry of Higher Education & Highways will carry out proper coordination with Non-State Higher Education Institutes to make this scheme function without any interruptions.

    v. The Ministry of Higher Education & Highways will provide all information through the Ministry web site to all stakeholders.

    vi. Ministry will take necessary measures to assure the quality of this scheme and continuous monitoring of Degree programs to enable high standards and progress.

    vii. The Ministry of Higher Education & Highways will ensure the payment of Loan interest to banks on behalf of students.

    viii. The Ministry will assure the quality of degree programs based on the findings of the Quality Assurance mechanism.

    ix. Ministry of Higher Education and Highways will reserve rights to amend this guideline by inclusion or exclusion of any section or subsection or paragraphs where any situations arise to do so at any time without prior notice. In the event that any changes are made, the revised guidelines shall be posted on the website of Ministry of Higher Education and Highways immediately.
