Viruses mutate all the time... from one patient to the other - but these mutations does not create a new strain. Most of the mutations dies out but some might continue due to changes in the behaviour.
Previously, sometime ago some of their scientists were reporting 4 different strains. The Chinese were reporting the L & S strains. What happened to those? They were false alarms. But this time they report that there are 23 genetic changes in the new 'variation" - note that they have dropped the word "strain".
Preliminary studies does show that this variant can be more infectious, but it's no more virulent (in terms of fatality or level of sickness) than the existing ones. Some scientists suggest that this may have developed in someone suffering from chronic infection, possibly because of a weakened immune system. This has been there since the last August and now has become the dominant one. Some call this variant N501Y as there's a spike mutation at position 501 N->Y & a double-deletion at positions 69/70.

The only way to contain Covid is by having a large cohort of the population protected by a vaccine.
Otherwise a miraculous mutation has to take place. This is exactly what took place with the SARS virus. There was a major change with 29 nucleotide deletions that happened by chance in the ORF8 region. This made the virus more virulent but luckily it also lost the ability to infect humans like before. It became part debilitated. But the chances of that happening with Covid seems to be very less.
