I don't think one single program that can do exists. However, I can point you a few things that you can check.
1. Adobe had a Project Voco - I am not sure whether they went ahead with it.
2. Lyrebird - from a Canadian Company - Note: The real Lyrebird can imitate other
sounds very cleverly - hence the name for this software.
3. Ircam Trax3 - A voice synthesizer
There could be other software too.. but I don't think any of them are really free.
