Russians are forming kilometer-long lines at gas stations in cities such as Moscow, Irkutsk, Surgut, St. Petersburg, Krasnodar, and Crimea, with waits lasting hours to days and fuel rationed to 30 liters per vehicle. Black market sales are emerging with limits of 10 liters per person and prices three to four times higher. Even oil-rich regions like Khanty-Mansi are affected.
