There are two Land owners there.

1. Railways - Owns up to the end of the front car park and where the Statue is there.

2. The CMC upto the Road level.

Railways dept doesn't rent out spaces for any kind of shops on the front of the land, but usually calls for Tenders for the inside space available (Canteen, Book shops/ newspaper shops) on an yearly basis through government news papers. Check papers like Silumina & Observer usually on year end for those Tenders, although most of it goes to the same guy because of internal bribes and rigging.

CMC never rent spaces for shops on Pedestrian grounds.
