I would say Abu Dhabi out of those four

Language barrier is a big concern. Tourist visa walin poddak gihin sathi 2 wage idala decide karanna permanently move wenawada nadda kiyala
What gives it the upper hand? I think norway is much better than middle east in equal opportunity, healthcare, housing and social benefits.middle east just want us untill we have something to offer.you can't retire over there.

I live in an English speaking country, but I've traveled to countries like Spain where I faced language barrier with day to day communications. Can't even go to a local restaurant and order food.

What about healthcare? How can you communicate with your doctor or staff at a hospital? Finding a job? These are just few examples.

    Moving with family?
If you and your kids can live the dark winter for almost 5 continuous months, Norway is ok. You will probably get use to it, but when your kids are crying in the middle of winter, you will realize you need to change countries. Taxes are also high in there. Promotions are hardly come by.

    Can I suggest an alternative?
    Germany.
Why? Work-life balance (many IT companies have option to work 4-day week), lower living cost, (comparing to other EU countries), good climate. High chance of getting PR(due to declining work-force)
