We need to abolish the free education after ALs. Introduce a scholarship program (full/half/part etc) and make sure they pay what they used when they start earning.

If your Job doesn't allow you to earn enough to pay back then that particular degree was probably shit and doesn't deserve to be continued.

I am with this plan. All government UNis need to be semi government. Scholarship for high Z scored students and low income students. "Low income" should define properly. For others need to have a student loan plan. Then we will have money to spend more on R&D and students will never go abroad for PhDs. Some people are going to low ranked Unis in USA than University of Peradeniya and University of Colombo for PhDs. Just because not enough reseach opportunities and low salary within the PhD program. (60000 for a PhD student in Sri Lanka nowadays).
