With the 13th Amendment to the constitution of 1978 both sinhala and Tamil became official languages. Do not get mixed up ! This has nothing to do with National Anthem certain countries have two national anthems and one official language . We can do the same if that is allowed in the constitution. Our constitution recognizes two official languages and one national anthem. So if we want to change the constitution needs amendment to it . It needs 2/3 votes and a referendum.
Official Language does not mean all the things should be in Tamil. It is only recognition of Tamil as medium for official communication.This has nothing to do with national anthem or the flag or any sign, name or song. Certain schools have two school songs but some only one. Official language does not mean everything should be in both languages!

After 1972 the national anthem is in the Constitution with the music notes and it is only in Sinhala. If it is done in another language (English , Arabic, Tamil, etc) it will be a violation of constitution. National anthem can only be sung in Sinhalese and also according to the music notes (notes are in Eastern and Western Music)
this did not apply to 1949 as we did not have a official national anthem at that time like now and it was not included in the constitution prepared by the British(Ceylon Independence Order in Council)
