The following facts were received by an e-mail recently, which has very reasonably answered most of questions I noted in this thread!

"Proposals to overcome the problem of inadequate higher education opportunities in Sri Lanka

We observed with great interest that there is some unprecedented turn of events happening in Sri Lanka for a complete revamp of the outdated educational system, which we consider as an utmost important step towards achieving the status of “Miracle of Asia”.

Therefore, as a group of Sri Lankan who always think of the country before themselves would like stress some important factors especially regarding the unavailability of adequate higher education opportunities in Sri Lanka and the possible solutions to overcome the problem.

We would like to point out that there are three (03) victim groups of the prevailing failed system of higher education in Sri Lanka.

1. Students who qualify from the present Sri Lankan school system but not getting an opportunity to enroll in the universities of Sri Lanka.- every year nearly 125,000 qualifies for universities but only 22,000 get admitted.

2. Children of the “International Schools system which was established under the government patronage two decades ago – nearly 20,000 or more qualifies for tertiary education from International School system and get no opportunity in the national universities.


3. Children of the Sri Lankan Expatriate in Middle East – though their parents contribute to National economy they do not get sufficient opportunities in Sri Lanka. Nearly 2000 Sri Lankan students studying in the Middle East countries reach higher education stage every year but only one
(01) or less opportunities available for them in Sri Lankan Universities.

We also note that the problem of these three groups leading to many other socio economical/ political problems in Sri Lanka:
1. These students are deprived of equal rights ensured by the Constitution of Sri Lanka.
2. This lead to a huge drain of much needed foreign exchange to other countries and hampering the development efforts as nearly 20,000 or more students leaving for higher education abroad.
3. The present system of government funding deprive the equal disbursement of government finds and most deserved layers of the society are deprived the funds for free higher education while the privileged who can even afford private higher education are funded by government.
4. The unrest/ unhappiness among these youths make fertile breeding grounds for the subversive elements in the society to mislead them for destructive actions.

In the present environment, national universities are cash trapped and no opportunities available for them to engage in research and development activities, which are an essential part of any university to rank them high in the International university ranking systems. Universities are not spending sufficiently to develop new courses, which are required to meet the global, demand in employment.

Therefore, we undersigned as citizens of Sri Lanka request your government to expedite the higher education reforms process in considering the following aspects as well.
1. The principal objective of any higher educational reform process should be to give higher education opportunity to all Sri Lankan students who meet internationally accepted entry university requirements.
2. Allow national universities to offer fee based courses for students who have minimum qualifications without affecting the on going free education courses.
3. Allow private universities/Colleges to be established under strict guidelines/ standards set out by the University Grants Commission (UGC) of Sri Lanka to grant university degrees and those standards should be applicable to all national universities as well.
4. Attract foreign students for higher education in Sri Lanka and that would be an added benefit to earn much-needed foreign exchange to the country.
5. The reforms to take place within a fixed timeframe of 6- 12 months and before that, the consensuses should be reached with at least all political parties representing the parliament."

පෞද්ගලින ඉංජිනේරු විශ්ව විද්‍යාල ආරම්භ කරන එක ලංකාවෙත් ලඟදිම වෙනවා.. ඒක ගැන පොඩි සටහනක් තියන්න හිතුවා.

සාමාන්‍යයෙන් ලංකාවෙ ඉංජිනේරුවෙක් වෙන්න කොළඹ දිස්ත්‍රික්කෙ වගේ නම් z score එක 2 ට මදක් වැඩියෙන් හෝ ඊට ආසන්න ගාණක් ගන්න ඕන.. අනිත් හැම විශය ධාරාවකට වඩා මේ Z අගයන් ගණිත විශය ධාරවට වැඩි වෙන්නෙ අපගමනය වැඩි නිසයි. මේ විභාගය ජය ගන්න එක කොයි තරම් අමාරුද කියල දන්නෝ දනිති.

පෞද්ගලික විශ්ව විද්‍යාලය ඕන අය මේකට හේතුවක් විදියට කියන්නෙ ලංකාවෙ විශ්ව විද්‍යාල වලට සුදුසුකම් නොලබන යන්තම් ලකුණු මදි උන අයට යන්නලු මේක හදන්නේ.
ඒ කෙසේ වෙතත් යන්තම් පාස් වෙච්ච සල්ලිකාර සහ දේශපාලන බලය සහිත උදවිය නම් ගොඩ යාවි. ගණිතය හදාරල ඉංජිනීයරින් ෆැකල්ටි යන්න බැරි උනත් Z අගය 2 සිට ඉතා කුඩා අගයක් දක්වා හදාරන්න ඕන තරම් පාඨමාලා තියෙනවා. (අනික් විශය ධාරා කිසිවක ඒ තරම් පාඨමාලා නැතුව ඇති) ඇතැම් පාඨමාලා සඳහා විද්‍යා උපාධිය නොලැබුණත් ඇතැම් විට වැටුප් රැකියා අතින් එවා ඉංජිනේරු පාඨමාලාවලටත් වඩා ඉදිරියෙන්.

අනික එහෙම ලකුණු යන්තම මදි උන අයටත් ඉංජිනේරු පාඨමාලා හැදෑරීමේ අවස්ථාව දෙන්න ඕන නම් රජයේ විශ්ව විද්‍යාල වල පහසුකම් වැඩි කිරීම සහ නව විශ්ව විද්‍යාල ආරම්භ කිරීම සාර්ථක නැතුව ඇති.

අනික මෙම විශ්ව විද්‍යාල හැදුවම s 3ක් ලබාගෙන උසස් පෙළ සමත් වෙන වත්කම් හිමි අය ඉංජිනේරු පාඨමාලා හදාරද්දි දුප්පත් යන්තම් ඉංජි. මිස් උන එකා වෙන වෙන පාඨමාලා කරනවා.

මෙව හැදුවම ලංකාවට සල්ලි ඉතුරු වෙනවලු.. මම දන්න තරමින් නම් ලංකාවෙ දැනට ඉංජිනේරු පාඨමාලා සඳහා විදේශ ගතවන පිරිස ඉතාමත් අඩුයි. ඒකට හේතුව රජයේ විශ්ව විද්‍යාලවල විභාගය හොඳින් සමත් අයට ඕන තරම් පාඨමාලා තිබීම මම කලින් කිව්වා වගේම. ඒ වගේම මේවා හැදන්නෙ ලංකාවෙ සාමාගම් වලින් නෙමෙයි ..පිටරට සමාගම්. එතකොට කොහොමත් අපිට සල්ලි කියල ඉතුරු වෙන්නෙ මොනවද ?

ලංකාවෙ පෞද්ගලික ඉංජිනේරු විශ්ව විද්‍යාල හදාවි. ලංකාවෙ මහාචාර්යවරුම උගන්වාවි. එතකොට රජයේ විශ්වවිද්‍යාල වලටත් වෙන්නෙ පාසල් අධ්‍යාපනයට උන දේම තමයි.. මහාචාර්යවරු රජයේ එකේ අයිස් ගහල පෞද්ගලික එකේ හොඳට උගන්වාවි. (අද ඇතැම් පාසල් ගුරුවරු කරනවා වගේම). එතකොට අර ගමේ ඉඳන් ආපු දුප්පත් කොල්ලට යන එන මං නැති වෙනවා.

ඇතැම් දේශපාලුවන් කියන්නෙ ලංකාවෙ දැනට ඉන්න ඉංජිනේරුවො මදිලු. ලංකාවෙ මෙතෙක් කල් ඉගෙන ගත්තු ඉංජිනේරුවො බහුතරය ඉන්නෙ පිට රට.. ඒ අයට තමන්ගෙ දැනුමට සරිලන විදියට වැටුප් ගෙවනවා නම් ලංකාවෙ ඉඳිවි. මේ රට දියුණු කරන්න උදව් කරාවි.

ලංකාවෙ දැනටමත් NDT වගේ පාඨමාලා තියෙනවා. ඒ වගේම ඕන කෙනෙකුට ප්‍රමාණ සමීක්ෂණය වගේ පාඨමාලා පෞද්ගලිකව හදාරන්නත් පුළුවන්.(ඒක හොඳ දෙයක්)
කවුරු කොහොම කිව්වත් ඉස්සරහට ඉංජිනේරු පාඨමාලාවත් සම්පූර්ණයෙන්ම හදාරන්නත් පුළුවන් වේවි. එතකොට රජයේ අධ්‍යාපණය කඩා වැටුණාම දුප්පත් එකා තමන්ගෙ ධෛර්යය නැති කර ගනීවි. දක්ශතා එහෙම්මම වලපල්ලට.
කොහොම උනත් පෞද්ගලික වාසි සොයන දේශපාලුවො ඕකට මුල් ගල් තියාවි.
තම තමන්ගෙ වාසි තකා. සුවිස් අකවුන්ට් වලටත් හොඳ නොවැ,

A/L ගොඩ යන්න හැම තිස්සේම පොත් අස්සෙ හැංගිලා ඉන්න ඕනෙ නැහැ. එහෙම ඕනෙ කියලා හිතන්නේ A/L ගොඩ ගියේ නැති උන්. කට පාඩම් කරලා ඔච්චර ලේසියෙන් ගොඩ යන්න පුලුවන් නම් ඇයි ඔය S3 ගත්ත කට්ටිය ගොඩ නොගියේ? ඒ කියන්නේ උන්ට කට පාඩම් කරන්නවත් බැරිද?

මම කියන්නේ නැහැ S3 ගන්න හැමෝටම ඉංජිනේරු උපාධියක් ගන්න තරම් බුද්ධියක් නැහැ කියලා. උන්ට ලංකාවේ ඉඳන් ඉගෙන ගන්න අවස්ථාව අහිමි කරන්න ඕන කියල කියන්නෙත් නැහැ.

කෙනෙක් මහන්සිවෙලා ලබා ගන්න දෙයකට නින්දා කරන්න එපා. අපෝ අපිත් මහන්සි උනානම් අපිටත් පුලුවන්, කට පාඩම් කරන එක වැඩක්ද කියලා.

A3 ගත්ත කෙනාවයි S3 ගත්ත කෙනාවයි සමාන කරන්න යන්න එපා. සමහරවිට ඔයාට A3 ගත්ත කෙනෙක්ට වඩා බුද්ධිය ඇති. හැබැයි ඔහොම සත පහේ කතන්දර කියනකොට ඕනම එකෙක්ට හිතෙන්නෙ වැඩ බැරි කමට ඊරිසියාවෙන් කැ ගහනවා කියලා. A3 ගත්ත කෙන මොන යම් හෝ විදියට දක්ශකම පෙන්නල තියෙනව. ඔයාගේ දක්ෂකම තාම තියෙන්නෙ ඔයාගෙ හිත ඇතුලේ විතරයි. ඒ දක්ශකම වචන වලින් නැතුව ක්‍රියාවෙන් පෙන්නන්න.
