Do you really need a separate card for this. AFAIK this can be enabled for any card.
I had to enter PIN for some of my foreign transactions but never had to do that for any local transactions, this was the default behavior however I think we can enable pin for each and every transaction.

I think if we enable the PIN for all the transactions at the bank level, It should decline any transaction without PIN.

Can we do that even if we mandate the PIN challenge at the bank level?

For an example, local cards don’t require a PIN when making payments to local shops/supermarkets however PIN is required if foreign card is used.
