There are several reasons....It's quite true that mosquitoes carry several virii, but not HIV.

The mosquito sting mechansim is quite complex. It has a skin piercing system plus another two tubes, one which sends the saliva into the host and another separate tube to suck blood from the host.
Even if it has sucked blood previously from an HIV infected person, that blood doesn't get into the next person.

Also HIV cannot replicate inside the mosquito. The mosquito gut doesn't have any T-cells that HIV can bind itself onto and thus it gets destroyed and digested.

Another factor is the low levels of HIV in human blood. Thus a mosquito cannot carry a sufficient quantity of HIV to trigger an infection.

PS: Even a single needlestick injury carries about one in five-hundred chance of passing on HIV. Also the survival of HIV in a syringe depends on the temperature. Tests show that at 4 degrees C, syringes can hold viable HIV-1 at 42 days of storage. But at 20 deg C for about 21 days and at normal room temperfatures (27, 32, and 37 degrees C) about one week.
