if you want to improve your overall proficiency it's going to be a long process machan.
however if you want to improve your speech you need to practice.
since you're already in an atmosphere where everyone is already communicating in english you should try conversing with them in english for a start.
it's all about practice.. you'll get there

I can help you, but only issue is talking is just not sufficient to be proficient. You need to talk in a society to practice n overcome the phobia of talking. 3 months are more than enough to get his English improved if he tries.
I started using english to communicate with my friends when I was playing online games (4+ hours per day) and guess what, I was able to speak fairly well in like 2 months. TV shows, games and movies certainly help. But you need to talk with someone to practice. Mostly it's about improving our vocabulary with movies, reading,etc so that you are able to form sentences. Don't use subtitles. If it is necessary, use english ones.
