(ලංකා ඊ නිව්ස් -2010 ජන.24, ප.ව.1.40) ඇමරිකාවේ වෙසෙන ශ්රී ලාංකික zලංකා ඊ නිව්ස් පාඨකයෙකු විසින් අප වෙත මෙම ලිපිය එවා තිබිණ. එය අප පාඨක සමූහයා වෙත වැදගත් වේ යැයි සිතෙන බැවින් සම්පූර්ණයෙන් පළකරමු.
සමහර ශ්රී ලාංකිකයන් විශ්වාස කරන්නේ ශ්රී ලංකාවේ යුද්ධය ජයග්රහණය කළේ මහින්ද රාජපකෂගේ තීරණ, නිර්භීතකම, කලට වේලාවට ආයුධ සහ අවශ්යතා සැපයීම සහ යුද්ධය නැවැත්වීම සඳහා වූ ජාත්යන්තර බලපෑම් නොතකා හැරීම හේතුවක් බවය. පහත දැක්වෙන තොරතුරු කියවා බලා යුද ජයග්රහණය පිටුපස සිටි ප්රධාන මිනිසා කවුරුන්දැයි තේරුම් ගන්නා මෙන් කරුණාවෙන් ඉල්ලමි.
ඇමරිකා එක්සත් ජනපදය තලේබාන් සංවිධානයට එරෙහිව වසර තුනක් හතරක් තිස්සේ ඇෆ්ගනිස්ථානයේ සටන් කරමින් සිටියි.
අප යුද්ධය සම්බන්ධයෙන් කල්පනා කරන්නේ නම්, සියලූම ඇමරිකන් ජනාධිපතිවරුන් ඇමරිකානු හමුදාවට අවශ්ය උපරිම සහයෝගය ලබාදෙන බවට පොරොන්දු වූයේ පහත දැක්වෙන පරිද්දෙනි.
1. ඇෆ්ගනිස්ථානයේ සිටින සියලූම ඇමරිකන් හමුදාවලට උපරිම පහසුකම් සලසන බවට ඇමරිකන් ජනාධිපතිවරු පොරොන්දු වෙති.
2. අපගේ ජනාධිපති සැපයූ අරමුදල්වලට වඩා දහස් ගුණයක් අරමුදල් ඇමරිකානු ජනාධිපතිවරු හමුදාවට ප්රදානය කරති.
3. අපගේ ජනාධිපති සැපයූ අවි ආයුධවලට වඩා දහස් ගුණයක් නවීන අවි ආයුධ ඇමරිකානු ජනාධිපතිවරු හමුදාවට සපයති.
4. අපගේ ජනාධිපතිවරයා මෙන්ම සෙසු අයද ශ්රී ලංකා හමුදාවට සැපයූ සන්නද්ධ ජෙට් යානා ගණන මෙන් 200 ගුණයක ගුවන් බලයක් ඇමරිකානු ජනාධිපතිවරු තම හමුදාවට සපයති.
5. අපගේ ජනාධිපතිවරයා විසින් අපේ හමුදාවට සපයාදෙනු ලැබ ඇති චන්ද්රිකා තාකෂණය වැනි නවීන තාකෂණය මෙන් දහස් ගුණයක තාකෂණයක් ඇමරිකානු ජනාධිපතිවරු විසින් එම හමුදාවට ලබා දෙමින් සිටිති.
6. ඇෆ්ගනිස්ථානයේ කාන්තාර පරිසරයක කෙරෙන යුද්ධයට වඩා සිය ගුණයක් දුෂ්කර වනගත සටනක් අපේ හමුදාවලට කරන්නට සිදුව තිබිණි.
7. ඇමරිකානු හමුදා භටයන්ට ලැබී ඇති පුහුණුව අපේ හමුදා භටයන්ට ලැබී ඇති පුහුණුව මෙන් පස් ගුණයකි.
8. ඇමරිකානු හමුදාවට ඇෆ්ගනිස්ථානයේදී මුහුණ දීමට සිදු නොවන ගංවතුර සහ අනෝරා වැසිවලට අපේ හමුදාවට මුහුණ දීමට සිදුවිය
9. අපේ ජනාධිපතිවරයා විසින් යොදවන ලද මුදල් ප්රමාණයට වඩා දහස් ගුණයක මුදල් ප්රමාණයක් ඇමරිකානු ජනාධිපතිවරුන් විසින් බුද්ධි අංශ කටයුතු සඳහා වියදම් කරනු ලබයි.
10. ඇමරිකානු ජනාධිපතිවරුන්ට යුද්ධය අත්හිටුවීමට හෝ නවතා දැමීමට බල කෙරෙන ප්රබල දේශීය බලපෑම් හෝ ජාත්යන්තර සංවිධානවල හෝ රටක බලපෑමක් නැත.
සන්සන්දනය කර බලන කල බැරැක් ඔබාමා සහ බුෂ් යන ඇමරිකානු ජනාධිපතිවරුන් අපගේ ජනාධිපතිවරයාට වඩා දහස් ගුණයක් වටිනා පොරොන්දු තම හමුදවට දිය හැකි තත්ත්වයක සිටිති.
මේ තත්ත්වය අනුව ඇමරිකානු හමුදාවන් ඇෆ්ගනිස්ථානයේ තවමත් සටන් කරමින් සිටින අතර අපි අවුරුදු 2 මාස 8 ක් වැනි කාලයක් තුළ යුද්ධය ජයග්රහණය කළෙමු. ඇමරිකාව ඉහත දැක්වූ සියලූ කරුණු වල ප්රතිලාභ සහිතව වසර තුනකට වැඩි කලක් තිස්සේ තවමත් සටන් කරමින් සිටිති.
ඉතින්, ශ්රී ලංකාවේ යුද්ධය දිනුවේ මහින්ද රාජපකෂගේ හැකියාව නිසා නම්, අපේ ජනාධිපතිවරයාට වඩා දහස් ගුණයක් ඇෆ්ගන් යුද්ධයට කැපවී සිටින ඇමරිකන් ජනාධිපතිවරුනට එම යුද්ධය දිනාගත නොහැකි ඇයි? ඒ අනුව යුද ජයග්රහණයේ තීරණාත්මක පුද්ගලයා වන්නේ ශ්රී ලංකා ජනාධිපතිවරයා ජනාධිපති මහින්ද රාජපකෂ නොවන බව පැහැදිලිය. මක් නිසාද යත්, ජනාධිපතිවරයා ප්රධාන පුද්ගලයා වන්නේ නම් නිසැක වශයෙන්ම එක්සත් ජනපද හමුදාව ශ්රී ලංකා හමුදාව මෙහිදී යුද්ධයෙන් ලැබූ සාර්ථකත්වයට වඩා වැඩි සාර්ථකත්වයක් මාස කිහිපයක් තුළ දී ලැබිය යුතුව තිබිණි.
එසේ නම් ශී්ර ලංකාවේ යුද්ධයේ ජයග්රහණය පිටුපස සිටි පුද්ගලයා කවුද?
සරත් ෆොන්සේකා යුද හමුදාපතිවරයා බවට පත්වූ අවස්ථාවේ සිට ඔහුගේ උපාය - උපක්රම 90% කට වඩා යුද්ධයේදී භාවිතා කරන ලද බව පැහැදිලිය. ඇමරිකානු හමුදා ප්රධානීන්ට ඇෆ්ගන් යුද්ධය සඳහා සුදුසු උපාය-උපක්රම නිශ්චය කරගත නොහැකි වූ හෙයින් ඔවුහු තවමත් යුද්ධ කරති. අපේ හමුදාපති සරත් ෆොන්සේකා මුල්කරගත් නිර්භය සොල්දාදුවන්ගේත් සෙසු හමුදාවන්වල සහ පොලීසියේත් කැපවීම හේතුවෙන් අපට යුද්ධය ජයග්රහණය කරන්නට හැකිවිය.
ජනාධිපතිවරයා ලෙස නායකත්වය දීම ගැන අපි මහින්ද රාජපකෂ මහතාට ගෞරව කරමු.
නමුත් සරත් ෆොන්සේකා මහතාණෙනි, මේ උසස් ජයග්රහණය හේතුවෙන් අපි ඔබටත් සියලූම හමුදාවන්ටත් ආචාර කරමින් ස්තූති කරමු.
දේශපාලනේ ගැන මෙතන කතා නොකරන මෙන් ඉල්ලා සිටිමි..!

Due to the recent political upheaval in the land of Sri Lanka (SL),
several people have come out and claimed the victory of the war. So we
frequently hear/read the statements like
“I am responsible for the victory over the LTTE”.
So I thought of compiling alist of critical events related to Sri Lanka
which happened during the last 3 – 4 years and analysed to see what if we
failed in any of these missions, what would have been the possible outcome
scenario?
1 Mavil-Aru conflict 2006
This was the beginning of the war with LTTE andat that time General
Fonseka was in the hospital after the suicide attack.
Mavil Aru was a bloody confrontation. LTTE closed the sluice gates of the
Mavil Aru to block the supply of water to about 30,000 acres of ripe paddy
affecting about 60,000 farmers. Started as a humanitarian operation, the
Govt needed to restore the water supply from Mavil Aru to the innocent
farmers.
On August 8, 2006 when the LTTE announced it was restoring the water
supply, everyone expected the SL govt to call off the operation and come
to a settlement.If it was Ranil or Chandrika at the helm, it would have
been the end of the story.Even the LTTE expected the same from Mahinda,
but the Govt went ahead with the operation “Watershed” until it gained the
full control of the sluice gates controlling the water flow.
During the operation “Watershed” and immediately after, there was pressure
from the International agencies and diplomatic missions to stop the
operation and come to a ceasefire.Even the ex US president Bill Clinton
intervened at one stage.In this instance President and the Govt selected
the Military approach over the political solution to resolve the issueand
which was never expected by the LTTE. The most important aspect of this
operation was to re-establish the credibility of the security forces and
totally sideline the SLMM (Monitoring mission).
If the operation had failed – what would have been the outcome? LTTE would
have taken the total control of the whole eastern province including
Trincomalee. – Mahinda’s head would have been on the chopping block.
2 SL Budget 2007
You may remember the tense situation that prevailed just before the voting
for the SL Budget 2007. Mangala Samaraweera expected several MP’s to cross
over from the Government side to the opposition; even the JVP expected the
same. Wimal Weerawansa and his supporters saved the government on that
occasion. When the defectors knew that Govt will not lose, their whole
operation was deflated. Even the current JVP did not vote against the govt
and abstained from the vote. Poor Anura Bandarnayake did not have a clue
of the situation and got seated with the opposition.
If the Govt lost the budget on that day, would you like to imagine the situation of the country now? Most probably Prabhakaran & LTTE would have captured part of the country by now.
3 Destruction of large LTTE ships in 2007
In 2007,SL Navy destroyed the several large LTTE ships which were
carrying arms and ammunition,in the high seas. It dealt a severe blow to
the LTTE’s international arms shipment network and drastically reduced its
fire power. This was a major turning point of the war. This was the first
time our small Navy went out of our water and completed a major operation
successfully.
What would have happened if that operation failed? Who would get the
blame? .Of course President, Defense Secretary and Navy Commander would be
the prime targets for the blame & ridicule. The opposition along with LTTE
would have started a campaign and toppled the Government. Most probably,
Prabhakaran would be running his Eelam by now.
General Fonseka was not in the scene at the all.
4 UN Security Council in 2009
Even though the physical war was going on within SL, there was another
battle that continued on outside SL. Most of theWestern nations (US, UK,
France, Norway, Sweden, etc) were using all their diplomatic fronts to
stop the war and come to a political settlement.Several times LTTE
Diaspora with the help of the West tried to include SL conflict into the
Security Council agenda, but failed because of China, Russia & Vietnam.
Here again credit lies with the Rajapaksa regime for backing the correct
horse. Right from the beginning, Mahinda and the Govt had a very good
relationship with China, Russia & India and that paved the way for their
support.
If the LTTE Diaspora & West won at the UN Security Council, most probably
UN would have sent a Peace Keeping Force and that would have been the
birth of Eelam.
