No, he is not corrupt; but we must consider that he became president during the hardest time that no one actually supported. India was an enemy, so no other country would support you. You can't support India because of internal pressure, because the public opinion against India, thanks to JVP, and because Tamils thought that they could be a separate state and every country supported their cause. These are extreme factors no leader can manage.
