It's happening even in India now... In 2018, India's top court decriminalised homosexuality by scrapping a colonial-era ban on gay sex. Currently a five-judge bench headed by Chief Justice Dhananjaya Yashwant Chandrachud has been hearing arguments in the case since last Tuesday. If the court allows (unless the Parliament intervenes) soon gay marriages in India will be a reality.

Note : When it was removed from the DSM there was a vote taken in the US by the APA (The American Psychiatric Association). It was approximately 6000 to remove it against 4000 to retain it.

Well they did.... Most probably a lot of canvassing and arguments must have taken place obviously. Also defining Homosexuality as a mental illness is also came into question. Because most homosexuals are satisfied with their sexual orientation and demonstrate no generalized impairment. However, they did NOT categorize homosexuality as normal behaviour either.
