Yes, bike had right turn indicators ON, but we only can see the front light. If rear light not working, it's not 3 wheel driver's fault.

If that motor bike rider intend to turn right, he should be on the middle of the road, while signal lights on.

But we can clearly see, that he was on the left, and try to turn right from left. He must check his mirrors before move his bike in to the centre of the road, and then turn right.

We can only guess , but my gut feeling is bike rider is more guilty than 3 wheeler.
