If you are really willing to learn web design and development I prefer you to use Udemy.com. so many developers use udemy to contribute their knowledge so you can choose a suitable course for you and buy it, or you can download it from torrent .
Learn the logic and theories from the course, don't retype the code in the screen that won't help you.
Once you complete a course, start a brand new project for yourself and develop it without watching a tutorial, or youtube videos... If you get errors,read the documentations and use stackoverflow.com to resolve the errors.

I'm not a pro, This is just my opinion and this fits me well!
