Japanese consortium breaks Central Expressway impasse

The long-drawn impasse in the commencement of the third section of the Central Expressway (CE III) has ended with the Sri Lanka Government’s decision to allow two Japanese companies to form a consortium to carry out construction work.

Considering the recommendation made by the Japanese Government and the Cabinet Committee on Economic Management (CCEM), the government has given the green light to Taisei Corporation and Fujita Corporation to establish this consortium, Highways and Higher Education Minister Lakshman Kiriella told the Business Times this week. He noted that the two Japanese companies have entered into a basic understanding in formulation of this grouping to build the 32.5 km stretch of road from Pothuhera to Galagedara.

The two Japanese companies have sent their letters of intent and proposals to the Highways Ministry, he said. Funding for the project is from the Japanese Government based on a yen loan equivalent of US$1 billion from Tokyo Mitsui Banking Corporation for the tender exclusively for Japanese/Sri Lankan companies (prime/sub-contractors). The Japanese Embassy of Sri Lanka shortlisted and nominated three Japanese companies in June 2016 and requested the Road Development Authority (RDA) to select the best company which is commercially most competitive. The companies were Taisei Corporation, Penta Ocean Construction Co. Ltd and Wakachiku Construction Co. Ltd.

Despite these three companies being nominated, they failed to present their bids on time and the selection process got prolonged and more than four extensions were offered. Finally the RDA refused to extend the deadline and only Taisei Corporation submitted its bid and that too without a bid bond.

Taisei’s bid was Rs. 159 billion as the quoted price for the 32.5 km stretch. There were objections against the tender process and questions were raised about the absence of the bid bond as well as the unrealistic price quoted by the selected bidder. The Japanese Embassy and the Sri Lankan Prime Minister’s office then intervened and cancelled this tender.

This offered an opening to Fujita Corporation, a fully owned subsidiary of Daiwa House Group of Japan. The introduction of Fujita resulted in them quoting a lower figure of Rs. 147 billion for the contract offering a major saving for Sri Lanka. Fujita’s bid is supported by their Indian office and many local construction companies. However only the bid offered by Taisei Corporation was being negotiated without considering Fujita’s offer until the Japanese Government intervened in June this year. Considering a letter submitted by Secretary to the Prime Minister Saman Ekanayake on the Japanese Government’s recommendation, the Highways Ministry and Cabinet Appointed Negotiation Committee (CANC) was directed by the CCEM to re-consider the bid of ‘Fujita Corporation’. As a remedy to the inordinate delay in the commencement of the project, the CCEM has recommended to provide an opportunity to these two companies to form a consortium on terms and conditions agreeable to them as well as the governments of Japan and Sri Lanka.

Beira Lake Development Project:

Creating public space for a better lifestyle :

Vibrant public space with waterfronts in cities has a host of benefits to the country in enhancing the quality of life of citizens, attracting visitors and creating space for businesses to thrive, if urban cities are to make a contribution to the country’s economic growth, Urban Development Authority (UDA) Chairman Dr. Jagath Munasinghe believes.

He said on the contrary city congestion leads to chaos resulting in low productivity and sluggish growth in the country.

In an interview with the Sunday Observer Dr. Munasinghe said the UDA has conceptualized and assisted in implementing development projects in the city focusing on the prime objective of creating public space for a better lifestyle and improving city planning. The Beira Lake Development Project is one such major development initiatives under the McCallum Development plan of the UDA.

Excerpts of the interview:

Q: What is the projects nature and benefits?

A: The McCallum development is an integrated part of the Beira Lake development project which was initiated as early as the year 2000 and partially implemented by the UDA with support of the Sri Lanka Ports Authority (SLPA), the Irrigation Department, Sri Lanka Navy, State Engineering Corporation and the Colombo Municipal Council. The Metro Colombo Drainage Improvement Project that was initiated in 2010 by the then Ministry of Defence integrated the Beira Project into it. Presently the project comes directly under the Unit established by the Ministry of Megapolis and Western Development. The Metro Colombo Drainage Improvement Project has been supported throughout by the World Bank and partially funded by the Government. The ongoing developments for public spaces are mostly funded by the Treasury.

The McCallum Road (North Bank of the East Beira) could be identified as the third consecutive phase of the overall project which commenced in 2014. Under this phase the lake banks which were built up to the edge and closed have been opened to the public realm of the city of Colombo. The stretch from McCallums Gate at Colombo Fort to Ibbanwala Junction (where Ministry of Mahaweli Development tower is) is now open to the public with a long pedestrian walkway by the side of the water body that stretches nearly two kilometers. The walkway is complemented with restaurants, pubs, public spaces operated by private parties along the bank. The SLPA will open a restaurant at the McCallum Gate.

The next phase of the development project is to extend the public realm in the South Bank - from Ibbanwala Junction, parallel to Vauxhall Street and Kompanna Veediya up to Regal Cinema Junction. Work on this section has already commenced and is expected to be completed by the end of 2019. Once this phase is complete the entire Beira Lake Banks will be open to public.

UDA does not intend to acquire private or other institutions lands. Instead, it will provide a Development Guide Plan (DGP), which is being finalized now, to the individual land owners and the developers, to which they need to adhere, to maintain the overall character of the setting. The DGP will specify the heights, setbacks, architectural controls, permeability, and public access that the developments will have to follow when they are in place.

Q: What are the other projects undertaken by the UDA?

A: The Beira Lake Development project conceptualized by the UDA is a segment of the conglomerate of development projects in and around McCallum Road. In another, the UDA has been implementing the Urban Regeneration Project (URPCC) which resettles the families presently dwelling in under served settlements. There are nearly 1,000 families in the banks of Beira, who are almost floating in water. In that front this project therefore, is coupled with the URPCC project as well.

Further, the Regeneration of the Colombo Fort Area with a Multi-Modal Transport Facility integrating Rail, Bus, Light Rail (Proposed) and taxis is another project that the Ministry of Megapolis and Western Development has embarked on in collaboration with the UDA. The Beira Lake Development, mainly with its developments in the McCallum Road will complement the project with the attractive waterfront, public utilities and the other activities.

Similar projects have been initiated in Kotte-Sri Jayawardenepura around Diyawanna Lake, in Kandy, Anuradhapura Sacred city, Galle Heritage City, Kurunegla and Jaffna. More projects of this nature will be launched in all major urban areas.

The UDA has already commenced a Network of Public Walkways within the city of Colombo. They include connecting all major pedestrian destinations such as the Fort, Maradana and Slave Island Railway Stations, Pettah Bus Stand, National Hospital, Major Nodes of the City with offices, Schools, Markets, etc.

On completion of this network, one could reach from any of these destinations from any other walking safely and under shade, enjoying other facilities on their way. The public spaces along Beira are integrated with that network. That will open up some of the underpasses in Colombo Fort which have been there, but obstructed and not known to many for a long time.

Q: What benefits do you envisage would bring to the country through these projects?

A: A city thrives with public space. Vibrant public spaces, especially waterfronts are important for a country to develop.It helps improve the quality of life of the citizens, city dwellers and the commuters. If not they would be clamped in concrete masses and traffic blocks. There is always a pleasant feeling people could enjoy when they are exposed beautiful open public space. Open public space provides a great sense of relief especially when one comes out of the office or densely populated area.

This contributes to the physical and psychological health of the citizens.Colombo is being intensely developed and the residential and office space density is rapidly growing. In such a context, there is an urgent need for open spaces with public activities. Waterfronts are ideal for such developments.Public space attract visitors if they are built and associated with appropriate mix of activities, proper measures for safety and with the ambiance to relax. Many popular tourist destinations, vibrant cities that attract people for business, holidays and leisure have public realms which contribute to the city by means of improving tourism, creating new business opportunities, employment and generate income to the city.

Beira Lake banks are less regarded by the city residents but with space there would be enormous potential for multiple opportunities in Colombo. Cities with attractive spaces appeal to businesses. It is important to project the image of the city, which in turn would contribute to the economy of the city and the country. The Beira development project will reveal a positive image of Colombo to the world and help attract global business organizations to consider the city as a location for their offices. The land along the canal banks will be in demand.

These canal banks have been ground for waste and effluents occupied by undeserved settlements, habitats for many underground activities, breeding grounds for mosquitoes, epidemics, and many more. These nefarious activities will cease when open space is created.

SL receives GSP+ facility for seven years
Over 6,000 products for export duty-free to EU countries

The GSP Plus facility is being implemented at present and exporters are making full use of the facility, National Chamber of Exporters (NCE) Chief Ramal Jasinghe said.

“Right now the facility is implemented and it is available to all exporters to Europe and they are making use of the facility,” he said.

The fisheries and the sea food industry too enjoy the benefit, Jasinghe said.

“We have sent a strong message to exporters to be ready to derive maximum benefits from the facility and have adviced them to diversify to receive the fullest benefit. We have encouraged them to export more to emerging markets,” he said.

Sri Lanka has received the GSP Plus facility for seven years from May 15, this year.

Ceylon Chamber of Commerce Economist, Anushka Wijesinhe said, Sri Lanka is ready to diversify and to add value to increase export values and volume. IT related products and agriculture products will be expanded to gain the benefit of the facility, Jasinghe said. Sri Lankan exporters would again be able to export over 6,000 products duty free to European Union countries, giving a much needed boost to the export sector.

“Seven years after losing the preferential trade scheme, Sri Lanka regained it following two votes; first at the EU Parliament and then at the EU Council of Ministers.

This is an important victory for the country at a time when overall exports have been performing poorly.

During 2015 and 2016, exports declined year-on-year for 17 months straight (March 2015 to July 2016) except for a modest bump in September, August and November 2016,” he said.

The primary way in which Sri Lanka will gain from GSP Plus is by our exporters having duty free access to the EU market on a whole range of products, which were previously only under a preferential tariff through the GSP scheme.

The additional tariff advantage will greatly strengthen Sri Lankan exports relative competitive position in the EU. Sectors such as apparels, processed food products, seafood, toys, porcelain and ceramic ware, are some of the main sectors that will benefit under GSP Plus.

The additional tariff concession gained by these sectors will vary; in many apparel categories duties have been cut from 9.6% to zero, in the seafood sector from 18.5% to zero, in the fresh and processed fruits and vegetable sector from 12.5% to zero, in the porcelain and ceramic ware sector from 8.4% to zero, and in the toy products sector from 1.2% to zero, he said.

POWER SUPPLY : OVER 260,000 NEW CONNECTIONS IN 2016 – AJITH P. PERERA

118 MW of solar energy added to the national grid last year.

The Government has already achieved the target of hundred percent electrification in the country and there is hardly a village without power in Sri Lanka at present, Power and Renewable Energy, Deputy Minister Ajith P. Perera said. Last year alone, 262,000 new electricity connections were provided at a cost of Rs. 6 billion under the project ‘Electricity for all, the Deputy Minister told the Sunday Observer yesterday.
When asked what the Government’s plans were to meet the challenge over the expected power shortage in 2020, Deputy Minister Perera said they are well aware of the challenges and the Government has a long term power generation plan for this.
“Even though, there are some delays, we are working hard to realize our targets,” he said. He said the Ministry was able to add 118 MW of solar energy to the national grid last year and added that they are continuing work on solar, wind and LNG energy.
Deputy Minister Perera said they called open international tenders for a 300 MW power plant.
Unfortunately, there was an issue about the tender and there was a dispute with the Technical Evaluation Committee and the Tender Committee as well. Ultimately, there was no successful bidder. Now the Ministry is submitting another Cabinet paper seeking advice from the Cabinet.
Meanwhile, a 300 MW LNG power plant will be built and steps will be taken to add more solar energy to the national grid. The Ministry hopes to call tenders for power plants up to 870 MW within the next three to four months.
The Deputy Minister said the Government has also prioritised plans to harness wind power.
There will be 170 MW wind power park in Pooneryn, Jaffna while another 100 MW wind power plant is under construction in Mannar island. In addition, there are two other 10 MW wind power plants in the Jaffna peninsula.

CBSL to resume talks with PayPal & Stripe

The Central Bank of Sri Lanka (CBSL) plans to refresh its talks with popular worldwide online payments system PayPal on its inward access to Sri Lanka, as early as possible, CBSL officials on Friday told Ceylon FT.
At the moment, Sri Lankans can send money to any PayPal user, but Sri Lankans can't receive money from anyone through PayPal.

"We are fully committed to promote the digital economy. Unfortunately Sri Lankan market is too small for them. However, we will try our best to convince them and keep up a dialogue to gain this restricted inward PayPal access to Sri Lanka," a senior official at CBSL's Payments and Settlements Department said.

Meanwhile, speaking to Ceylon FT, National Chamber of Exporters chief Ramal Jasinghe said, they are also continuously lobbying the relevant authorities to gain full PayPal access to Sri Lanka.

"As exporters, PayPal is a very important digital payment method to us. There are many individuals and small and medium businesses that provide online services. But Sri Lanka not supporting PayPal has become a barrier for them to continue......and progress in their career," he said. CBSL official also said, they plan to refresh talks with another payment gateway provider, Stripe to enter Sri Lanka.

"The ICTA has done some initial paper work with Stripe. Now we have to restart that temporally stopped process while working with stakeholders to conclude approvals," he said.
Stripe is a US technology company operating in over 25 countries, which allows both private individuals and businesses to accept payments over the Internet.

Stripe focuses on providing the technical, fraud prevention, and banking infrastructure required to operate on-line payment systems.

LAUGFS Gas Plc and Standard Chartered today announced the first-ever private sector financing facility in Sri Lanka supported by China Export and Credit Insurance Corporation (SINOSURE) for the 30,000 MT LAUGFS Import and Export Terminal at Hambantota.

As a principal party to this transaction, Standard Chartered acted as the coordinating bank, sole facility arranger and lender for the financing facility.

The LPG storage terminals by LAUGFS Terminals Ltd., a subsidiary of LAUGFS Gas Plc, is being built with an investment of $ 80 million and will be one of the largest LPG import and export terminals in South Asia. “This marks a significant milestone for our LPG Terminal project, which is well on track to be commissioned in the second half of 2018,” remarked LAUGFS Holdings Chairman W.K.H. Wegapitiya. “Once completed, the LAUGFS terminals in Hambantota will garner tremendous economic benefits to our country by helping to position Sri Lanka as a central energy hub in the region. Therefore, this financing facility’s significance will extend to a national and regional level.”

The Hambantota Port is located on a strategic sea route in close proximity to some of the largest emerging LPG markets in the region, such as Bangladesh and Myanmar. Strategically located at the Hambantota Port, the LAUGFS LPG Terminal will operate as a central hub for LPG importing, re-exporting as well as the provisioning to retailers.

Thailand’s Rojana to set up industrial zone in Sri Lanka

ECONOMYNEXT – Rojana Industrial Park is to set up Sri Lanka’s first industrial zone in over a decade, aiming to use the island’s location, access to big markets through free trade deals and low labour cost to lure investors.

The export processing zone in Millaniya, Kalutara is expected to be ready by end-2018 with a fast-track development program under which officials, including heads of utilities, meet weekly, State minister of international trade Sujeewa Senasinghe said.

“Normally it takes about five years to get all the approvals and build the infrastructure which we hope to do in one year,” he told a news conference.

Rojana, a joint venture between Japan’s Nippon Steel and Thailand’s Vinichbutr Group, is a big operator of industrial parks in Thailand’s Ayutthaya province, and will build, manage and promote the zone for enterprises to set up investments. Electricity, water and access roads will be provided by government.

Rojana President Direk Vinichbutr said they aim to draw investors making basic electronic home appliances like television sets initially and later, if successful, to get auto parts manufacturers.

“We have been developing industrial zones in Thailand for 30 years,” he told the news conference. “Sri Lanka’s prospects are very good. It has a strategic location, a large enough population, and is now opening up a lot for foreign investors.”

Rojana will follow the model suitable for foreign direct investment like Thailand did several years ago.

“Competition is pushing investors in Thailand outside to explore for new markets,” Vinichbutr said.

“Sri Lanka’s labour cost is a little bit lower than Thailand’s which makes it still feasible according to foreign investors in Thailand,” he said. “The minimum labour wage here is still workable for foreign investors.”

Dumindra Ratnayaka, chairman of the Board of Investment, which approves investments and operates existing industrial parks, said the government aims to make the island a manufacturing hub.

“We are focusing on manufacturing which is what’s important to a country and targeting specific investors,” he said. “We have not had any new industrial parks developed after the early 2000s. The existing parks are almost full. To bring in investors we need parks.”

Senasinghe said Rojana had wanted 1,000 acres but the BOI was able to give only 400 acres initially of which 250 acres will be developed in the first phase followed by another 150 acres.

“Government policy is to increase exports for which we need new export industries and have to set up export processing zones in several parts of the country,” he said.

“We’re setting a strong foundation to draw foreign investment and hope to sign five free trade agreements which will give us access to big markets.

Sri Lanka is in talks to expand its FTA with India and have new FTAs with China, Singapore and Japan and also recently won back duty free access to the European Union under the GSP Plus scheme.
