Construction on Cinnamon Life is making steady progress in a peninsula in the Beira Lake. The $850 million, 4.5 million sq ft mixed development project, expected to be completed in 2019, is the largest single private sector investment in Sri Lanka.
On completion, this project will include an 800-room, 1.4 million sq ft luxury hotel featuring 170m long corridors and a 16.5m high car park in an area of 820,045 sq ft.

දක්ෂිණ අධිවේගී මාර්ගයේ කහතුඩුව අන්තර් හුවමාරුවේ සිට පැල්මඩුල්ල දක්වා ඉදි කිරීමට සැලසුම් කර ඇති, කිලෝමීටර් 73.9ක දිගින් යුතු යෝජිත රත්නපුර අධිවේගී මාර්ගය ඉදි කිරීම සඳහා වන ශක්යතා අධ්යයන කටයුතු, මූලික සැලසුම් සහ පාරිසරික බලපෑම් තක්සේරු කිරීම යන කාර්යයන් දැනට සිදු කෙරෙමින් පවතී. මෙම අධීවේගී මාර්ගයේ සිවිල් වැඩ ඉදි කිරීම සඳහා අරමුදල් සැපයීමට චීන අපනයන - ආනයන බැංකුව (EXIM) එකඟ වී ඇත. ආර්ථික කළමනාකරණය පිළිබඳ අමාත්ය මණ්ඩල කාරක සභාවේ නිර්දේශය පරිදි, මෙම මාර්ගය කොටස් 04ක් යටතේ ඉදි කිරීමට නියමිත අතර, ඒ සඳහා චීන රජය විසින් නිර්දේශ කරන ලද සමාගම්වලින් එක් එක් මාර්ග කොටස සඳහා තාක්ෂණික හා මූල්ය යෝජනා කැඳවීම පිණිස උසස් අධ්යාපන හා මහාමාර්ග අමාත්ය ලක්ෂ්මන් කිරිඇල්ල මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

ජපාන ජාත්යන්තර සහයෝගීතා නියෝජිතායතනයේ (JICA) මූල්ය අනුග්රහය යටතේ ඉදි වන මධ්යම අධිවේගී මාර්ග ව්යාපෘතියේ පොතුහැර සිට ගලගෙදර දක්වා වන කි.මී.32.5ක දිගකින් යුතු 03 වන අදියරෙහි ඉදි කිරීම් කටයුතු සඳහා සුදුසු කොන්ත්රාත්කරුවකු සහ උපදේශකවරයෙකු තෝරාගැනීමට ආර්ථික කළමනාකරණය පිළිබඳ අමාත්ය මණ්ඩල කාරක සභාවේ නිර්දේශය පරිදි ලංසු සහ යෝජනා කැඳවීම පිණිස උසස් අධ්යාපන හා මහාමාර්ග අමාත්ය ලක්ෂ්මන් කිරිඇල්ල මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
මොරගහකන්ද - කළුගඟ සංවර්ධන ව්යාපෘතිය යටතේ පහළ සංවර්ධන ප්රදේශයන්හි මාර්ග ඉදි කිරීම
මොරගහකන්ද - කළුගඟ සංවර්ධන ව්යාපෘතිය මඟින් බලපෑමට ලක් වන ජනතාව නැවත පදිංචි කිරීම සඳහා මෙන්ම මෙම ව්යාපෘතියේ සම්පූර්ණ ප්රතිලාභ ලබාගැනීම සඳහා එම ජලාශයන්ට පහළ පිහිටි ප්රදේශවල වාරිමාර්ග හා යටිතල පහසුකම් සංවර්ධනය කිරීම ඉතා වැදගත් වේ. ඒ අනුව අත්යවශ්ය මාර්ග සංවර්ධන කටයුතු වන මොරගහකන්ද - වැල්ලවෙල මාර්ගය(කි.මී. 6.37), අග්බෝපුර හරහා මැදිරිගිරිය - කන්තලේ මාර්ගය(කි.මී. 8.5), සහ නව ලග්ගල නගරය ඇතුළත මාර්ග ඉදි කිරිමේ (මතුපිට ආස්තරණය) කොන්ත්රාත්තු අමාත්ය මණ්ඩලය විසින් පත් කරන ලද ස්ථාවර ප්රසම්පාදන කමිටුවේ නිර්දේශය පරිදි ප්රදානය කිරීම පිණිස මහවැලි සංවර්ධන හා පරිසර අමාත්යතුමා වශයෙන් අතිගරු ජනාධිපති මෛත්රීපාල සිරිසේන මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

අදාළ ප්රදේශවල මහජනතාව වෙත ප්රතිලාභ සැලසීමේ අරමුණින්, නාගරික සංවර්ධන අධිකාරිය විසින් ක්රියාත්මක කෙරෙන, දැනට අතරමඟ නැවතී ඇති, බත්තරමුල්ල පොල්දූව අතුරු මාර්ගය ඉදි කිරීම, ඉමදූව නගරයේ කාණු පද්ධතිය වැඩිදියුණු කිරීම, තංගල්ල හා අඟුණුකොළපැලැස්ස වෙළෙඳ සංකීර්ණ ඉදි කිරීම සහ මිද්දෙණිය නගර සංවර්ධන වැඩසටහන යනාදී ව්යාපෘති සහ හම්බන්තොට දිස්ත්රික් ලේකම් කාර්යාලය විසින් ක්රියාත්මක කෙරෙන ලුණුගම්වෙහෙර හා වලස්මුල්ල බස් නැවතුම්පොළවල් ඉදි කිරීම යන ව්යාපෘති සම්පූර්ණ කිරීම සඳහා අවශ්ය රුපියල් මිලියන 516.8ක ප්රතිපාදන සලසා ගැනීම පිණිස සහ එම ව්යාපෘතිවල ඉතිරි කාර්යයන් මුල් කොන්ත්රාත්කරුවන් ලවාම නිම කරවා ගැනීම පිණිස මහානගර හා බස්නාහිර සංවර්ධන අමාත්ය පාඨලී චම්පික රණවක මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
'වැවක් සමඟ ගමක්' වැඩසටහන යටතේ හම්බන්තොට දිස්ත්රික්කයේ සංවර්ධන කටයුතු සඳහා ඉන්දියානු සහාය ලබාගැනීම
හම්බන්තොට දිස්ත්රික්කය ආශ්රිත ධීවර හා අනෙකුත් ජීවනෝපාය සංවර්ධන කටයුතු සඳහා භාවිත කරනු පිණිස රුපියල් මිලියන 300ක ආධාර මුදලක් ශ්රී ලංකාව වෙත ලබා දීමට ඉන්දියානු රජය එකඟවී ඇත. එම ආධාර මුදලින් කොටසක් 'වැවක් සමඟ ගමක්' වැඩසටහන යටතේ ආදර්ශ ධීවර ගම්මාන සංවර්ධනය උදෙසා යොදාගැනීමට අපේක්ෂිතය. ඒ අනුව, හම්බන්තොට දිස්ත්රික්කයේ ධීවර හා කෘෂි ප්රජාවන්ගේ ජීවනෝපායන්ට සහාය වීම සඳහා වන අවබෝධතා ගිවිසුමකට ශ්රී ලංකා ප්රජාතාන්ත්රික සමාජවාදී ජනරජය සහ ඉන්දියානු ජනරජය අතර අත්සන් තැබීම පිණිස ධීවර හා ජලජ සම්පත් සංවර්ධන අමාත්ය මහින්ද අමරවීර මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

2016 අයවැය යෝජනාවක් අනුව ස්ථාපිත කිරීමට නියමිත වවුනියාව විශේෂිත ආර්ථික මධ්යස්ථානය ඉදි කිරීම සඳහා සුදුසු ස්ථානයක් තෝරා ගැනීමේ වගකීම අමාත්ය මණ්ඩලය විසින් වවුනියාව දිස්ත්රික් සංවර්ධන කමිටුව වෙත පවරන ලද අතර මේ සම්බන්ධයෙන් විවිධ පාර්ශ්වයන් වෙතින් ඉදිරිපත් වී ඇති නියෝජනයන් සහ අදාළ අයවැය ප්රතිපාදන යොදා ගනිමින් මෙම වසර ඇතුළත අදාළ ඉදි කිරීම් වැඩ නිම කිරීමේ අවශ්යතාව සැලකිල්ලට ගනිමින්, ආර්ථික කළමනාකරණය පිළිබඳ අමාත්ය මණ්ඩල කාරක සභාවේ නිර්දේශය පරිදි, එක් විශේෂිත ආර්ථික මධ්යස්ථානයක් වෙනුවට විශේෂිත ආර්ථික මධ්යස්ථාන 2ක් මුලතිව් දිස්ත්රික්කයේ මාන්කුලම් ප්රදේශයේ සහ වවුනියාව දිස්ත්රික්කයේ මාතවුවෛතකුලම් ප්රදේශයේ ඉදි කිරීම පිණිස ග්රාමීය ආර්ථිකය පිළිබඳ අමාත්ය පී.හැරිසන් මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
යාපනය ශ්රී ලංකා උසස් තාක්ෂණ අධ්යාපන ආයතනයේ යටිතල පහසුකම් සංවර්ධනය කිරීම
යාපනය උසස් තාක්ෂණ ආයතනය සඳහා මහල් 04කින් යුතු ගොඩනැඟිලි සංකීර්ණයක් ඉදි කිරීම සඳහා වන කොන්ත්රාත්තුව, අමාත්ය මණ්ඩලය විසින් පත් කරන ලද ස්ථාවර ප්රසම්පාදන කමිටුවේ නිර්දේශය පරිදි පිරිනැමීම පිණිස උසස් අධ්යාපන හා මහාමාර්ග අමාත්ය ලක්ෂ්මන් කිරිඇල්ල මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
හබරණ සිට වේයන්ගොඩ දක්වා 220kVක සම්ප්රේෂණ මාර්ගය ඉදි කිරීමේ කොන්ත්රාත්තුව ප්රදානය කිරීම
ජපාන ජාත්යන්තර සහයෝගිතා නියෝජිතායතනය (JICA) විසින් අරමුදල් සපයනු ලබන, හබරණ සිට වේයන්ගොඩ දක්වා 220kV සම්ප්රේෂණ මාර්ගයක් (ලොට් B) ඉදි කිරීමේ කොන්ත්රාත්තුව, අමාත්ය මණ්ඩලය විසින් පත් කරන ලද ස්ථාවර ප්රසම්පාදන කමිටුවේ නිර්දේශය පරිදි ප්රදානය කිරීම පිණිස පුනර්ජනනීය බලශක්ති අමාත්ය රංජිත් සියඹලාපිටිය මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
ජාතික මාධ්ය මධ්යස්ථානය ස්ථාපිත කිරීම
රාජ්ය යන්ත්රණය ක්රියාත්මක කිරීමේදී අංග සම්පූර්ණ, විශ්වසනීය හා නිවැරදි නිල තොරතුරු මහජනතාව වෙත නිසි වේලාවට ලබා දීම රජයේ ප්රමුඛ වගකීමක් වන අතර, මෑතකදී සම්මත කරන ලද තොරතුරු දැනගැනීමේ අයිතිවාසිකම පිළිබඳ පනතේ විධිවිධාන අනුව ද එය වඩාත් තහවුරු කරනු ලැබ තිබේ. එහි තවත් එක් පියවරක් ලෙස යහපාලන මූලධර්ම වඩාත් හොඳින් ක්රියාවට නැංවීමේ අරමුණින්, ප්රතිපත්ති සම්පාදනය සඳහා මහජන අදහස් ලබාගනිමින්, විද්යුත් හා මුද්රිත මාධ්යන් වෙත රජයේ නිල තොරතුරු ලබා දෙමින් සහ තොරතුරු සම්බන්ධීකරණය කරමින් රාජ්ය නිල තොරතුරු ප්රකාශක ලෙස කටයුතු කරනු ලබන 'ජාතික මාධ්ය මධ්යස්ථානයක්' ස්ථාපිත කිරීම පිණිස ගරු අග්රාමාත්ය රනිල් වික්රමසිංහ මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

මොරගහකන්ද - කළුගඟ සංවර්ධන ව්යාපෘතිය මඟින් බලපෑමට ලක් වන ජනතාව නැවත පදිංචි කිරීම සඳහා මෙන්ම මෙම ව්යාපෘතියේ සම්පූර්ණ ප්රතිලාභ ලබාගැනීම සඳහා එම ජලාශයන්ට පහළ පිහිටි ප්රදේශවල වාරිමාර්ග හා යටිතල පහසුකම් සංවර්ධනය කිරීම ඉතා වැදගත් වේ. ඒ අනුව අත්යවශ්ය මාර්ග සංවර්ධන කටයුතු වන මොරගහකන්ද - වැල්ලවෙල මාර්ගය(කි.මී. 6.37), අග්බෝපුර හරහා මැදිරිගිරිය - කන්තලේ මාර්ගය(කි.මී. 8.5), සහ නව ලග්ගල නගරය ඇතුළත මාර්ග ඉදි කිරිමේ (මතුපිට ආස්තරණය) කොන්ත්රාත්තු අමාත්ය මණ්ඩලය විසින් පත් කරන ලද ස්ථාවර ප්රසම්පාදන කමිටුවේ නිර්දේශය පරිදි ප්රදානය කිරීම පිණිස මහවැලි සංවර්ධන හා පරිසර අමාත්යතුමා වශයෙන් අතිගරු ජනාධිපති මෛත්රීපාල සිරිසේන මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

අදාළ ප්රදේශවල මහජනතාව වෙත ප්රතිලාභ සැලසීමේ අරමුණින්, නාගරික සංවර්ධන අධිකාරිය විසින් ක්රියාත්මක කෙරෙන, දැනට අතරමඟ නැවතී ඇති, බත්තරමුල්ල පොල්දූව අතුරු මාර්ගය ඉදි කිරීම, ඉමදූව නගරයේ කාණු පද්ධතිය වැඩිදියුණු කිරීම, තංගල්ල හා අඟුණුකොළපැලැස්ස වෙළෙඳ සංකීර්ණ ඉදි කිරීම සහ මිද්දෙණිය නගර සංවර්ධන වැඩසටහන යනාදී ව්යාපෘති සහ හම්බන්තොට දිස්ත්රික් ලේකම් කාර්යාලය විසින් ක්රියාත්මක කෙරෙන ලුණුගම්වෙහෙර හා වලස්මුල්ල බස් නැවතුම්පොළවල් ඉදි කිරීම යන ව්යාපෘති සම්පූර්ණ කිරීම සඳහා අවශ්ය රුපියල් මිලියන 516.8ක ප්රතිපාදන සලසා ගැනීම පිණිස සහ එම ව්යාපෘතිවල ඉතිරි කාර්යයන් මුල් කොන්ත්රාත්කරුවන් ලවාම නිම කරවා ගැනීම පිණිස මහානගර හා බස්නාහිර සංවර්ධන අමාත්ය පාඨලී චම්පික රණවක මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

600 Metric Tons Of Fish Exported To European Countries Since Lifting Of EU Fish Ban
Since the lifting of EU fish ban on 21st June Sri Lanka has exported 600 metric tons of fish to EU countries as at 14th August 2016.
The then government was warned by EU in 2014 for not conforming with the internationally accepted standards in exporting fish products and the failure to heed such warning resulted in a ban imposed against Sri Lankan fish exports to EU countries. However the current government within a year of its election was capable of lifting the EU ban.
SriLanka has exported a total fish of 7490 tons since January 2016 to both EU and other countries. Even though a high demand prevails internationally for Sri Lankan Tuna, we could meet only one third of the total demand.
Hon. Mahinda Amaraweera expressed these ideas in the presence of the Norwegian Minister of Fisheries Mr. Per Sandburg at the international trade fair, “Nor Fishing 2016” on 18th Aug. Hon Minister also expressed his gratitude to the Norwegian government for the corporation extended in lifting the EU fish ban imposed against Sri Lanka.
Within the past 05 months of the year, an income of Rs 11088 million has been earned by fish exports and it shows a progress of 6.4% comparing to the previous year.

Sri Lanka call bids from Japanese firms to build expressway segment
ECONOMYENXT - Sri Lanka will call bids from Japanese firms for a 32 kilometre stretch of an expressway that will run from Colombo to the central hill city of Kandy, Information Minister Gayantha Karunathilake said.
The stretch of the expressway will run from Pothuhera, near Kurunegala to Galagedera in Kandy.
Sri Lanka's government had earlier decided to borrow the equivalent of a billion US dollars in yen 6-month London Interbank Offered Rate plus 0.95 percent for 15-year and grace period of six years for the expressway and an elevated road in the capital Colombo from Bank of Tokyo - Mistubishi UFJ.
The cabinet of ministers had approved a decision to call bids from three Japanese contractors and consultants for the expressway segment.
The Japanese government had nominated Taisei Corporation, Penta Ocean Construction Co. Ltd, Wakachiku Construction Co, Ltd as contractors.
Nippon Koei Co Ltd, Oriental Consultants Global Co. Ltd and Katahira and Engineers International (Pvt) Ltd had been nominated as consultation. (Colombo/Aug24/2016)

Any foreign currency including American Dollars, Sterling Pounds, Euro, Japanese Yen, and Indian Rupees will be allowed to use for transactions within the financial city which is to be created in the Colombo Port City.
This is the first occasion after independence that Sri Lanka is to have a financial city with foreign currency transactions.
After establishing the financial city, it is expected that more than 80,000 jobs will be created within the first two years.
Government sources mention that any Sri Lankan will be allowed to to conduct business with foreign currency within Colombo financial city.
This special financial zone is to be developed as the largest financial city between Dubai and Singapore.

The government is considering the establishment of a new authority to control new economic zones, said Prime Minister Ranil Wickremesinghe at the parliament yesterday.
He said this answering a question raised by Leader of the Janatha Vimukthi Peramuna Anura Kumara Dissanayaka.
Prime Minister further said that the government is seeking more than 15,000 acres of land for new economic zones to be established in Hambantota, Ratnapura, Monaragala and Matara.
JVP National Organizer MP Bimal Ratnayake raised the question whether those land will be given free hold. Prime Minister rejected the idea and stated that they will be given as long term lease.
Issues regarding the Port City such as fisheries, environmental and wildlife were further raised.

Legislation To Establish Megapolis Authority To Be Introduced In Near Future: Ranawaka
The new legislation for the formation of the Western Province Megapolis Authority, which will remove many obstacles for development, will be brought in soon, Minister Patali Champika Ranawaka said.
Until the introduction of the new legislation, the ministry of Megapolis and Western Development is moving forward and laying the foundations using the available legal frameworks of UDA and SLLRDC, the minister further maintained..
He added that there will be endless opportunities available within the Megapolis and Western Development master plan for investors.
This government created this ministry to develop the whole western region which includes the western shore and sea, in a well distributed, integrated, meaningful and sustainable manner, said the minister.

Three projects initiated for CMC garbage clean-up
Three projects will soon be launched to control garbage collected in the Colombo Municipal Council area. According to the Ministry of Megapolis and Western Development, 700-800 metric tonnes of garbage is collected by the CMC on a daily basis and gets dumped at different locations.
The first project for garbage control involves a private company. Supporting this project, the Sri Lanka Land Reclamation and Development Corporation has allocated a 10-acre land in Muthurajawela to commence the recycling process.
Until the project is in full swing, a garbage dump in Muthurajawela is now getting shifted to Aruwakkaru in Puttalam. However, the project awaits approval from wildlife authorities.
A second project to recycle refuse at the Karadiyana Piliyandala garbage dump has been identified and awaits Cabinet approval. The Government is also expecting fresh tenders to recycle garbage collected from Gampaha and Colombo in general as the third project. According to the Ministry of Megapolis and Western Development, a two-year period has been earmarked to complete these three projects. (AH)

Japan plans to dispatch a team to Sri Lanka in the coming months to inquire about the potential for infrastructure investment in the key port of Trincomalee, a government source said.
The move is aimed at strengthening bilateral cooperation through infrastructure and helping Sri Lanka achieve its goal of reducing its dependence on Chinese assistance, the source said.
For Japan, closer cooperation with Sri Lanka could help secure vital sea lanes used to import oil from the Middle East.
The two countries are also expected to improve cooperation on maritime security in light of China’s expansionary activities in the Indian Ocean, the source said.
As in the East and South China seas, Japan is pushing — along with the United States and other countries — to preserve freedom of navigation and the rule of law in the Indian Ocean.
Infrastructure development in Trincomalee, in Sri Lanka’s northeast, was delayed by a civil war that rocked the country for a quarter of a century until 2009, wasting its potential as a natural port.
According to the source, Prime Minister Shinzo Abe and Sri Lankan President Maithripala Sirisena affirmed their intention to cooperate on developing Sri Lankan port facilities at their May meeting in Nagoya.
The Japanese government subsequently decided to entrust its premier overseas aid body, the Japan International Cooperation Agency, with dispatching an inquiry team to exchange opinions with local authorities on the assistance needed, the source said.
Beijing has placed strategic importance on Sri Lanka in recent years in light of its key location in the Indian Ocean. China’s investment has included massive assistance with port works in Colombo, Sri Lanka’s largest city and commercial capital.
But the administration of Sirisena, who came to power in January 2015, has sought to create closer ties with Japan, India and the United States, distancing itself from the previous government’s leanings toward China.
